Contracts Manager - Inside IR35

We have an urgent requirement for a Contracts Manager to be responsible for developing, negotiating, managing, and leading complex contractual, legal, and financial arrangements with providers of goods and services for both the Digital and Estates Division of our client.

Key Responsibilities will include:
* Analyse complex solutions and provide expert procurement guidance and advice to project and programme managers.
* Evaluate the available information and guide the project team to carry out option appraisal on the complex digital solutions and help them to agree and propose the recommended solution.
* Ensure that policies related to procurement activities and reviewed and implemented and adopted in digital and estate departments.
* Manage the procurement process through agreeing the right SLA agreements and KPIs.
* Lead and manage effective contract management and provide high level contractual advice.
* Migrate and manage Digital and Estates contracts into the SBS contracts database developing reporting dashboards for Executive level board reporting and assurance.
* Manage and report on the contract renewal forecast to ensure appropriate timelines to ensure best value and alignment with SFI's

Essential Experience includes:
* Knowledge of procurement rules and standing financial instructions (SFIs)
* Experienced at working within the public sector
* Understand B2B and B2C relationships and with an attention to the customer needs.
* Undertaking value for money assessment (VfmA)
* Proven track record of negotiating contracts and managing competitive tendering process and working knowledge of the EU regulations
* Proven track record in implementing required amendments to department policies processes inline with national policy changes to maintain compliance.
