Cost Engineer (Transmission Assets)

Renewables Developer

3GW Offshore Windfarm

Central London (Hybrid)

Freelance (Outside IR35)

12 Month Contract (renewable)

£600 - £700 DOE


My client, a tier 1 Blue chip company in the energy sector, is striving to meet the growing global demand for safe, sustainable, and affordable energy and as such, plan to become a leading player in offshore wind.

They are currently recruiting for a high calibre Cost Engineer to support their expanding offshore wind team to support a 3GW Offshore Wind Project. As Cost Engineer for the transmission assets, you will work as part of a multi-disciplinary project team to develop this nationally significant project.

The Project is currently Pre FID so there is the opportunity for a long-term contract position. The role offers hybrid working (3 days per week) in my Client's Central London office.


Role Responsibilities

  1. Responsible for the development and implementation of an effective and efficient project cost management system.
  2. Responsible for leading the development of processes, procedures, systems and tools in support of the cost management system.
  3. Responsible for ensuring delivery of high quality cost forecasts, spanning all Transmission workstreams Pre FID and Post FID.
  4. Responsible for timely delivery of high quality cost performance management information in accordance with the monthly update cycle.
  5. Responsible for providing project leaders with high quality cost related insights to facilitate decision making processes including variance analysis and Trends.
  6. Responsible for management of cost contingency.
  7. Responsible for ensuring Cost discipline integration with other key project processes, such as Planning, Risk Management and Management of Change.
  8. Accountable for ensuring that the Cost Tools include latest budget, commitments, actuals / accruals, AWP&B updates and Trends / Changes as agreed.
  9. Develop the interface with workstream leaders / work package managers and contractors to review and challenge costs and encourage simplification and efficient working.
  10. Provide regular and reliable assessments of the VOWD ensuring that accruals stand up to audit.
  11. Provide ongoing commitment and expenditure tracking and control, ensuring compliance with project WBS and budgets.
  12. Identify and quantify actual and potential Forex impacts.
  13. Provide input to Cash Calls.
  14. Support contract close out, Financial close / reconciliation, benchmarking and shared learning.

Role Requirements

  1. Degree or equivalent in Engineering, QS, Project Controls related discipline, or comparable experience.
  2. Years experience in cost engineering or cost management ideally within offshore wind projects or other multi-disciplinary large scale offshore projects.
  3. Solid, broad-based project experience in the selection, design and/or construction phases of projects with an excellent track record of delivery.
  4. Self-motivation and a high level of individual initiative and self-reliance are required.
  5. Ability to interface, influence, and work effectively with members of project leadership.
  6. Bias for simplification and efficiency with focus on fit-for-purpose deliverables that meet the needs of the business.
  7. Strong ability to build partnerships, actively engage and respect contributions of others.
  8. Influencing and communication skills in English language.
  9. Excellent inter-personal skills and behaviours.
  10. Ability to produce high quality written reports and summary presentations - able to communicate clarity from complexity.
  11. Ability to harness use of digital tools to provide high quality cost management reporting information.
