Service description:
The introduction of a Capacity Remuneration Mechanism (CRM) on the Belgian market has been one of the key measures within the federal government's energy strategy in order to guarantee the country's security of supply in the long term. The CRM aims at supporting the needs for covering Belgian security of supply ("adequacy") by allowing market players to recover their "missing money" through a market-wide and technology neutral financing market mechanism.
The capacity remuneration mechanism consists in the organization of auctions in order to contract Capacities that will contribute to the security of supply of our country by delivering the contracted capacity. After the signature of such contracts, Elia has a key role to play in the follow-up on the progress of the contracted projects which come with a set of obligations. During the delivery period (i.e. as from November 2025) Elia has to closely monitor the performance of the contracted capacities (Availability Monitoring) and do the settlement of the remuneration (and possible penalties in case of underperformance) foreseen in the contracts.
For the CRM, the Market Operation Team at Elia is responsible for:
- Implementation: Ensure the operational readiness of the processes to be operated,
- Operations: running the processes of prequalification (i.e. registration, checks and controls, calculation of parameters for all the participants to the CRM mechanism), auction, monitoring and settlement, reporting & transparency, etc.
In view of the task of operating the CRM Processes, Elia is looking for a
(CRM) Market Settlement Operator to reinforce the Market Operations team.
As Market Settlement Operator, the service will be part of a dynamic team in the midst of the market action. More particularly, we are seeking to reinforce the team to contribute to the operations of the processes related to the start of the first delivery period of the CRM. While focus will be on the processes to verify the good delivery of the contracted services, the service will be touching on other processes of the CRM and other (flexibility) products as well. The service will be part of a team of colleagues doing similar tasks but different processes as well as interacting with colleagues developing and supporting the processes and IT tools, Key Account Managers,
In order to enable the service to grow his/her knowledge in the CRM design and the related operations, the service will have the opportunity during the first summer period (May to October 2025) to participate to the operation of the processes linked to the CRM Auctions, like the Prequalification process. This will enable the service to acquire a solid background on the activities leading to the signature of the contracts that the service will monitor and settle as Settlement Market Operator starting from October 2025.
The tasks executed by the (CRM) Market Settlement Operators are the following ones:
- Operation of the CRM Availability Monitoring and Settlement processes (Starting from October 2025)
- The service will be in front line for the execution of the operations of the CRM Availability Monitoring & Settlement process
- The service will participate to the control of the delivery required services for the different kind of capacities contracted in the CRM: monitor, validate and document the quality of service delivery, determine correct remunerations and potential penalties, organization of tests,
- The service will produce periodic or ad-hoc reports on the functioning and results of the capacity remuneration mechanism, for internal and/or external use (e.g. for the energy regulator CREG).
- The service will Contribute to improving operational processes and integrating new products into controls.
- During Summer 2025, the service will participate to the Prequalification process of the CRM (May-October 2025)
- The service will be in front line for the execution of the operations of the CRM Prequalification process
- This will contribute to your learning path to be ready to participate to the operation of the CRM Availability Monitoring and Settlement processes
- The service will also manage proactively the operational questions from the CRM Candidates or the internal stakeholders in close collaboration with the Key Account Manager Adequacy and the product architect
- The service will ensure the accurate respect of the organized process (automated and manual tasks) and involve the requested persons / departments within Elia
- The service will contribute to the continuous improvement of the process by providing feedback and key learning to the Implementation Managers
Requirements:
- at least a Master degree in engineering, economics or exact science.
- a desire to develop a strong expertise in the electricity market functioning.
- 1 year of relevant professional experience.
- highly enjoy working with numbers, data and IT tools.
- a strong analytical and customer-oriented mindset.
- not afraid of complexity.
- enjoy an operational context, aiming to deliver quality accurately and timely while remaining pragmatic.
- very fluent in English and in Dutch or French (and have a basic understanding of the other language).
- a strong and proven data skills in Excel and a good knowledge of Outlook applications such as Word and PowerPoint.
- able to work with and/or program in Python (or similar environments) for data analysis.
- able to work autonomously and manage different tasks and priorities.
- a team player.
