Job Description
Pay Range USD $140,000.00 - USD $165,000.00 /Yr.
Overview Manage the operation, maintenance and repair, cleaning, and upkeep of University facilities, grounds, major utility systems, heating plant, planning repair of existing academic, administrative, athletic and auxiliary enterprise facilities on multiple campuses, recycling and solid waste management, automobile fleet, and the equipment and personnel necessary to support these responsibilities.
Lead a Facilities operations unit focused on customer service. Create and implement policies, procedures, and standards for the maintenance and improvement of the University's physical plant and related services with an emphasis on customer service and proactive communication with the customers of the facilities operations. Oversee resources for the implementation and utilization of asset management tools for all decisions made regarding deferred/planned maintenance projects. Direct oversight of Capital Projects team.

Responsibilities
- Serves as a role model for Facilities Operations; instill service orientation behaviors and strong work ethic.
- Manage custodial services, maintenance and repair, grounds operations, and project teams.
- Continually improve service delivery process to enhance the customer experience while reducing delivery/completion time.
- Lead in developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency and productivity of facilities operations, capturing and analyzing operations data, including customer satisfaction indicators for process and service improvement.
- Provides oversight and guidance in developing a capital maintenance plan, deferred maintenance plan, and oversees execution of capital projects approved by the University.
- If a licensed architect or licensed engineer; may stamp plans for certain capital projects of the University.
- Ensure that the Project team receives effective assistance during execution of capital projects in the form of timely pre-project reviews and field assistance on trade specific phases of projects (i.e. HVAC, Electrical, Plumbing).
- Oversee assigned components of facility renovations, construction projects, and equipment purchasing.
- Establish and monitor preventative maintenance processes and programs, and facility inspections processes for ongoing review of maintenance work.
- Responsible for ensuring that new and ongoing building systems are developed and implemented consistent with University efficiency and sustainability standards and in accordance with workplace and regulatory safety standards, rules and regulations.
- Oversees the development and utilization of assets assessment tools for the University's Facilities and Services equipment, including life cycle and replacement costs.
- Monitors the safety and accessibility of the University and its facilities. Serves as the point of contact for the department for code compliance issues, accessibility improvement projects, and/or other code related issues.
- Collects and analyzes a variety of complex data information, including quality costs and usage.
- Participates in/on a variety of meetings, committees, tasks forces, and/or other related groups to communicate information regarding facilities services, programs, areas of opportunity, and/or other pertinent information as appropriate.
- Works with customers (University administrators, students, faculty & staff) to provide services that are conducive to meeting the unique needs of a first-class teaching and research environment. Develops goals, and recommends and implements changes that improve operations and services.
- Responsible for creating a strategic plan and for developing/administering procurement and fiscal management activities associated with Facilities Services activities, which may include RFP's (Requests for Proposals), contract review and compliance terms.
- Develops, recommends, ensures consistency, and administers policies, procedures, and processes in support of all Facility Services operations.
- Maintains current knowledge of University standards, policies and procedures, federal and state regulations as they relate to Facilities Services.
- Coordinates work schedules to ensure that the Facility Services operations are open at convenient and appropriate times for students, faculty and staff.
- Monitors and oversees the work of external contractors to ensure terms of agreements are met, and work is completed satisfactorily and on time.
- Maintains the master plans and prints of the campus pertaining to buildings, roadways, pathways, parking lots, and utilities.
- Creates a team environment that demonstrates exceptional customer service and effective communication.
- Has a commitment to the mission, vision and values of the University.
- Promotes environmentally sustainable choices and strategies across all facilities operations in cooperation with the Office of Sustainability.
- Leads and promotes efforts to achieve greater energy efficiencies in all facilities operations, develops strategies to obtain the greatest economies in energy purchases.
- Works collaboratively with others.
- Supervises, hires, trains, provides work direction, and problem-solving assistance to staff, while overseeing their daily operations.
- Accomplish department objectives by managing, encouraging, and motivating staff, lead staff meetings, and develop a culture of trust, teamwork, and entrepreneurial initiative.
- Coaches, counsels, and disciplines employees as needed. Develops, coordinates, and enforces systems, policies, procedures, and productivity standards.
- Accomplishes staff results by communicating job expectations, planning, monitoring, and appraising job results. Conducts performance evaluations and provides professional development opportunities.
- Approves employee time sheets and prepares departmental payroll information including payroll authorizations.
- Assure compliance with established safety regulations and precautions by all Facilities Services staff; provide for effective orientation and continuing training to minimize accidents and injuries, and actively participates in a Light Duty program initiative.
- Performs other related assignments given by the VP of Financial Affairs.
- Ability to work evenings and/or weekends as needed.
- Travels as needed including the Capital Region Campus in Latham, NY.
- Minimal Qualifications: Bachelor's Degree in Business, Engineering or related field.
- Preferred Education: Master's Degree in Business, Engineering or related field.
- Minimal Experience: Minimum of 7-10 years of progressively responsible experience in the maintenance and management of major facilities and campuses with complex administrative systems.
- Demonstrated leadership skills and ability to act as a change agent.
- Demonstrated strong interpersonal and verbal communication skills.
- Demonstrated proficiency in written communication skills.
- Demonstrated experience with the preparation and delivery of oral and written presentations, studies and reports for diverse audiences.
- Demonstrated experience with facilities management software implementation and use.
- Demonstrated experience in the use of data and producing analysis to identify process and service improvement opportunities.
- Demonstrated commitment to providing quality customer service.
- Demonstrated ability to work with a diverse groups/populations.
- Demonstrated commitment to energy conservation and sustainable facilities management.
- Professional certifications such as PMP, LEED, AP, FMP, CFM, and EMP.
- Demonstrated experience with facilities management in a research university.
- Fundamentals of Engineering/Engineer in Training or Professional Engineer (FT/EIT or PE).
- Demonstrated experience working with collective bargaining units.
- Demonstrated utility management experience.
- Knowledge of principles and practices of supervision including work planning, providing direction and personnel practices.
- Knowledge of Industry best practices, continuous quality improvement principles, campus safety and safe work practices as it relates to facility services.
- Construction project management and preventative maintenance principles and practices.
- Strong leadership and interpersonal skills including ability to establish and build strong effective working relationships with those contacted in the course of the work, and supervising subordinate staff, including union employees.
- Excellent verbal and written communication skills: ability to listen, clearly articulate thoughts/directions/expectations, develop reports/proposals, and make presentations.
- Selecting, training, instructing, appraising, counseling and motivating assigned staff to achieve common goals.
- Logistic planning and implementation skills with creativity and innovation to improve existing processes, define new processes, and in making recommendations for improvement.
