Reporting into the Director of Housing, you will be responsible for shaping and implementing housing strategies, overseeing asset management, and ensuring regulatory compliance.
About the Head of Client Housing Technical Services role:- Leading a team of asset management and client surveyors, providing professional and technical leadership.
- Overseeing the strategic delivery of housing repairs, capital investment, and asset management services.
- Ensuring the Housing Asset Management Plan and stock condition data are regularly updated.
- Ensuring adherence to all statutory compliance requirements, including health and safety, building regulations, fire safety, and gas safety.
- Setting and monitoring key performance indicators to ensure effective delivery of housing maintenance and capital works.
- Managing budgets and financial planning, including HRA Business Plan development in collaboration with Finance teams.
- Acting as a key liaison for regulatory bodies, ensuring the Council meets Housing Consumer Standards.
- Contributing to strategic management and policy development, ensuring alignment with broader Council objectives.
- Providing expert technical advice and supporting service transformation and improvement initiatives.
- Extensive experience in housing asset management, ideally within a local authority setting.
- A track record of establishing and leading teams, developing processes, and delivering services at pace.
- Strong knowledge of housing compliance, regulatory frameworks, and risk management.
- Experience managing complex budgets, including HRA financial planning.
- Excellent stakeholder engagement and negotiation skills, including working with elected members and resident groups.
- The ability to drive service improvements, influence policy, and implement strategic housing initiatives.
- A strong commitment to delivering excellent housing services and maintaining high professional standards.
- RICS Chartered Surveyor status (or equivalent).
- Experience in housing strategy, property investment, and compliance management.
- Knowledge of Microsoft systems and NEC Housing software.
- A management qualification is desirable.
