Job Description

Job title: EIW+NWP HR COORDINATOR

Sector: Oil & Gas

Starting date: 01/04/2025

Duration: 12 Months

Renewable: Possibility of 12 months extension

Location: France, then UAE (Dubai) to be confirmed

Status: Residential

Language: Fluency in English; knowledge of Arabic is an advantage.


MISSIONS

  • Manage all human resources (HR) coordination activities for Early Infrastructure Works (EIW) and Network Pipelines (NWP), ensuring alignment with project requirements and company policies.
  • Serve as the primary HR point of contact for project personnel, contractors, and stakeholders at the NWP ENGINEER Offices.
  • Coordinate workforce planning, recruitment, onboarding, and training to meet project demands.
  • Ensure compliance with labor laws, company standards, and H3SE (Health, Safety, Security, and Environment) policies.


ACTIVITIES

  • Promote a strong Health, Safety, and Environment (HSE) culture by ensuring that all HR-related activities are performed safely and in compliance with the company's HSE standards.
  • Coordinate with project management and contractors to ensure proper staffing levels and skillsets for all project phases.
  • Manage onboarding processes, including orientation, documentation, and compliance training for new hires.
  • Monitor and address employee relations issues, ensuring a positive and productive work environment.
  • Maintain accurate records of employee data, contracts, and HR metrics.
  • Support the development and implementation of HR policies, procedures, and best practices.
  • Prepare regular reports on HR performance metrics, including staffing levels, training completion, and compliance.
  • Collaborate with local authorities and regulatory bodies to ensure adherence to labor laws and regulations.
  • Organize and facilitate training programs to enhance workforce skills and competencies.
  • Coordinate employee performance reviews and provide support for career development plans.


CONTEXT AND ENVIRONMENT

Agreements were signed to enhance the development of natural resources in Iraq. The GGIP project, located in the Basra region, is a 5-in-1 project:

The Associated Gas Upstream Project Phase 1: Enhance Ratawi oil field production thanks to infrastructures upgrade and new export pipeline (AGUP1), in addition to a gas export and process facilities (AG25).The Associated Gas Upstream Project Phase 2: Enhance Ratawi oil field production to 210 kbpd with a new CPF and additional development wells (AGUP2). The Gas Midstream Project - GMP: Valorize the gas from Ratawi, Majoon and Al Qurna West-2 (Phase I) oil fields. The Common Seawater Supply Project - CSSP: Major water-injection project that will help the long-term production of several fields of South Iraq. The Solar Power Plant - SPP: major solar project (PV plant with a 1250 GW DC) which will allow to produce power (1000 GW AC) to be injected into the grid. AGUP Phase 2 is the major full field development. It involves drilling around 221 wells, feeding a newly built CPF with a capacity of 210 kbopd. Oil will flow respectively at 60 to 80 kbopd from Yamama ( 100 MMscfd) and 150 to 130 kbopd from LP reservoirs ( 30 MMscfd).

AGUP2 project will be developed with the objective to maximize economical results, with a particular focus on the CAPEX, while maintaining the technical quality of the installations, with high H3SE requirements and focus. The project development includes several interfaces with other projects (mainly AGUP ph1, GMP and CSSP) which shall be managed in an optimized and agile manner.

The country context is complex due to several factors and risks to be mitigated all along the project. Particular attention will be paid to the safety culture enhancement and to the local content that will be a key factor for the project success.


ACCOUNTABILITIES

  • Ensure effective HR coordination to support the safe, efficient, and compliant execution of EIW and NWP components.
  • Maintain alignment of HR practices with company policies, labor laws, and H3SE standards.
  • Provide accurate and timely HR reports to facilitate decision-making by project stakeholders.
  • Address and resolve HR-related challenges proactively to ensure a productive workforce.


QUALIFICATIONS & EXPERIENCE REQUIRED

Professional Experience

Minimum 6 years in HR roles, preferably in large-scale infrastructure or Oil and Gas projects.

Experience in similar position

At least 3 years coordinating HR activities in a multicultural project environment.

Technical Skills

  • Strong knowledge of HR practices, labor laws, and compliance requirements.
  • Proficiency in HR management systems and tools.
  • Familiarity with training and development methodologies.

Level / Diploma

Degree in Human Resources, Business Administration, or a related field.

Soft Skills

  • Excellent organizational and multitasking abilities.
  • Strong communication and interpersonal skills.
  • Ability to work collaboratively with multidisciplinary teams.
