Job Description

Job Responsibilities
  1. Oversee the existing BMS platforms installed by the council and ensure timely raising of work repair orders for any breakdowns.
  2. Collaborate with internal and external engineers to ensure plant and equipment connected to the BMS system are functioning properly and aligned with council strategy.
  3. Provide input on mechanical and BMS strategy, including necessary changes to existing BMS strategies.
  4. Undertake commissioning reports of new installations to ensure compliance with system design criteria.
  5. Analyze existing BMS platforms to enhance control of plant and equipment in council plant rooms, ensuring accurate identification of plant performance through graphics, software, and control panels.
  6. Provide technical representation and performance reports of the communal heating system for committees, forums, client organizations, tenant associations, external agencies, and other stakeholders.
  7. Arrange and attend stakeholder meetings as necessary.
  8. Represent the Senior Mechanical Engineer with clients and stakeholders.
  9. Maintain high standards of contract administration, design, and budget control on all projects while keeping stakeholders informed and engaged.
  10. Ensure effective briefing, direction, liaison, and appointment of any required consultants.
  11. Lead procurement, design, preparation of schemes, specifications, maintenance requirements, and estimates, along with project and contract management.
  12. Stay updated with the latest new build standards, including Building Regulations, Planning Policy, Sustainable Design, and other relevant standards.
  13. Assist and advise technicians and site inspectors regarding BMS installation performance.
  14. Act as the lead officer on feasibility studies and ensure adherence to Islington Council Standards, Policies, and Practices.
  15. Conduct site inspections and visits as needed to verify BMS system performance and compliance with control requirements and standards.
  16. Review tenders, specifications, accounts, claims, and contract variations submitted by contractors for accuracy; authorize or investigate further as appropriate.
  17. Liaise with other departments regarding design, maintenance, and user satisfaction feedback; prepare lessons learned reports when necessary and provide recommendations for improvement.
  18. Conduct investigations, professional development, and research on new techniques, systems, and solutions in Engineering Services.
  19. Manage and monitor all projects within budget and fee allocations, taking corrective measures as needed.
  20. Advise on the appraisal, selection, appointment, and performance of contractors and subcontractors.
  21. Take responsibility for project management of medium/large projects and/or maintenance contracts, including Heat Metering Projects.
  22. Carry out project management duties, which may involve supervising the work of other team members.

Umbrella rate: £315.00 per day
