Job overview We are seeking a highly motivated delivery-focused professional with experience of project and programme management to continue to lead specific AHP workforce transformation programmes across the ICS. This work is key to delivery of the NWL People Plan to attract and develop the best talent.

The post holder will need to have a good understanding of workforce challenges in North West London. The post holder will be a dynamic, innovative individual with the ability to build trusted stakeholder relationships and successfully manage change. This is an integral and rewarding role, working across North West London, really making a difference to the local population.

The post will involve working closely with Chief Allied Health Professionals across all providers in NWL through the NWL AHP Council and the AHP NWL Faculty to ensure key workforce issues and solutions are identified and developed and to ensure delivery of these programmes of work in a proactive and coordinated manner, linking in best practice expertise from across health and care sectors and ensuring active input from a wide range of stakeholders. This role will be accountable for delivery of workforce transformation for the aforementioned programmes.

The postholder will be expected to adopt a flexible approach and work across the system-identified transformation priorities. They will also support the design solutions for workforce priorities and lead the implementation of workforce solutions.

Main duties of the job The Allied Health Professions (AHP) Workforce Transformation Lead will be responsible for supporting the NWL ICS in leading the strategic development and implementation of the AHP workforce agenda aligned to the objectives of the People Board as defined in the PID. Working across the system, the post holder will work closely with existing NHS Trust internal structures including clinical groups, training and development departments, the NWL AHP Council, across all ICS internal and external partner organisations, including NHS England Workforce, Training and Education team and the North West London AHP Faculty and in partnership with our education/academic partner HEI's, Primary Care Networks and Local Authorities.

Workforce Transformation
  • To develop and lead the delivery of an ambitious but achievable workforce implementation plan as defined in the PID.
  • Contribute to the system-identified transformation priorities by ensuring that workforce information and planning, practice and delivery, are coordinated, effective and strategic.
  • Provide timely, specialist expertise to the programmes and across all priority areas as required and work with relevant partners and stakeholders to identify key workforce and organisational challenges within the programmes.
  • Plan and deliver the necessary initiatives (as outlined in the job purpose) to address challenges in recruitment, retention, workforce development and talent management, leadership and organisational development.
  • Use a range of methods and resources to evaluate outcomes and benefits of development interventions.
  • Lead the implementation of critical transformation projects, ensuring that key milestones are achieved and that the required outcomes are met.
  • Develop strong networks within and across the NWL Health and Care Partnership to ensure that best practice is applied and that opportunities for development and innovation are maximised.
  • Keep abreast of relevant national developments in workforce and HR, including national benchmarking and horizon scanning for important issues and developments.
Workforce Project and Programme Management
  • Lead on specific initiatives as identified in the job purpose and support delivery of wider programmes as part of the North West London People Plan: Recruiting and developing the best talent.
  • Plan and implement workforce strategies and plans with key stakeholders, ensuring these are aligned to the aims of the system-identified transformation priorities.
  • Ensure robust workforce programme and project management arrangements are in place to deliver strategies, plans and monitor the same and ensure appropriate risk management strategies are in place.
  • Ensure the programme is kept on track and within agreed budgets, escalating issues and blocks as soon as they arise.
  • Produce and co-ordinate reports and presentations for governance and assurance purposes.
  • Establish key relationships and work with internal and external key stakeholders, Chief AHP's, AHP Faculty, Directors of Workforce, ICS People Board and Program Management team, Higher Education Institutions, Health Education England, NHSE/I AHP Team, Trust learning and development teams to organize the workforce work programme using relevant evidence and intelligence.
  • Develop performance and outcome measures, and relevant evaluative frameworks.
  • Work without supervision and achieve all deadlines in a high pressure, fast paced environment.
  • Develop action plans for projects and manage their implementation and influence others in achieving these; and assist the with planning future projects.
  • Take every reasonable opportunity to maintain and improve professional knowledge.
  • Participate in personal objective settings and review, including a personal development plan.
  • Further strengthen education and training opportunities with NHSE.
  • Identify need for skills development amongst the transformation priorities presenting options and solutions.
  • Initiate, organise, facilitate and participate in events such as workshops.
  • Ensure that appropriate governance arrangements are in place to support AHP workforce development and that any associated risks are identified and reviewed on a regular basis.
  • Prepare papers / presentations and follow up for implementation meetings and any other groups as appropriate with support to the Chair(s) as appropriate.
  • Input to business cases and other required documentation.
  • Coordinate workforce data collation and analysis as required.
  • Work with the NWL AHP Faculty to coordinate placement capacity data and provide support to local placement teams in planning and executing placements.
  • Keep up to date with relevant policy, legislation, guidance and professional developments and ensure that these inform your work.
  • Responsible for providing honest and accurate analysis of programme performance, issues and risks as well as strategies for ensuring successful delivery, including revision and re-prioritisation of programme delivery plans to ensure successful outcomes.
Communication & Engagement
  • Identify the key groups and individuals with whom to engage and communicate.
