Job Description
We are currently looking for a Procedural and Intelligence Manager to join our Business Support Function within the Safety & Surveillance group.
This is a full-time opportunity, on a permanent promotion basis. The role will be based in 10 South Colonnade, Canary Wharf London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas.
Government departments and agencies are working towards implementing a minimum 60% attendance in office sites.
We are currently implementing a flexible, hybrid way of working, with a minimum of 8 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 12 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly.

The Procedural and Intelligence Manager will report to the Group Operations Manager within the Business Support Team and will specifically support the operations of the Benefit Risk Evaluation (BRE) function. The Business Support Team is responsible for ensuring that S&S service provision supports the delivery of the Agency's strategy and Corporate Delivery Plan including meeting MHRA's financial and performance targets and delivery objectives. The team is responsible for ensuring the effective running of the Group, including budget and performance management and works closely with the whole Group and the enabling centre of the Agency.
What's the role?
Through the recent focus on ensuring delivery of core business whilst balancing the assessment of incoming safety issues, we have been exploring how BRE services can be delivered more efficiently across the Function.
The post holder will be closely aligned with the assessment function within BRE and will develop, co-ordinate and manage relevant processes across the Function, allowing BRE to adapt to current and future demands for both medicines and devices.
The post holder will have oversight of the delivery of routine work to enable issues with performance to be identified and adjustments to processes made accordingly. As variations, renewals and other routine work may continue to be dealt with across S&S (and potentially wider), the Procedural and Intelligence Manager will act as a central point of oversight, irrespective of where the services are undertaken.
The post holder will conduct proactive horizon scanning of the safety and performance of medicines and devices on other global markets. Collating the outcomes of regulatory processes including monitoring the effectiveness of different additional risk minimisation/mitigation strategies will give us a basis for learning from previous actions and informing future decision making, something that all BRE assessors will benefit from.

- You will have oversight of processes for dealing with routine applications including variations, RMPs, PSURs, renewals etc for medicines to ensure that Agency targets are met.
- You will lead conducting horizon scanning for issues affecting the safety of medicines and devices across Europe and the rest of the world, including updates to international guidelines which impact on the UK.
- You will lead the monitoring of the outcomes of regulatory processes including the effectiveness of different additional risk minimisation/mitigation strategies to inform future decision making in BRE.
- You will lead the development of new processes and procedures so that they act as a seamless end to end, lean and efficient process. You will establish and deliver an agreed priority continuous improvement approaches which will have demonstrable benefits on team performance.
- You will develop and establish a framework of management information and operational performance metrics focused on delivering the outcomes of the BRE strategy and create the information feed to support the Agency's wider performance management and monitoring.
