The project:

The MoJ capital maintenance programme consists of a multi-disciplinary Mace team working across several Ministry of Justice (MoJ) workstreams. The programme has a multi-disciplinary team of c.90 people, made up of approximately 50 directly within the project management family, which this role is directly accountable for. There are up to 100 projects live at any time, at various stages of the project lifecycle (spread across England and Wales) and covering the custodial, courts and probation estates. The portfolio covers projects under PPC2000 and NEC4 contracts which have project values from £1m to £80m+.

The role also acts as a senior member of the account leadership team, reporting directly to the MoJ sector lead. This involves working closely with the sector lead and supporting the account CRM strategy, financial oversight and reporting, bids, recruitment and general leadership activities. The role is the senior point of escalation for conflict resolution across the capital maintenance programme.

Alongside having accountability for the programme, the role requires the candidate to take ownership of the engagement, wellbeing and development of employees within the team who are spread across multiple offices.

  • Leads supplier relationship management (SRM) performance reviews with the client's leadership team and implements associated action plans internally.
  • Drives a culture of performance improvement, efficiency and consistency across the programme through optimising multi-disciplinary resources, monitors, reviews and evaluates activities, systems and methodologies as well as cross-selling.
  • Key contributor to CRM, contributing to overarching MoJ sector CRM with live prospects and leads.
  • Leads key external project/sub-programme review meetings, specifically but not limited to director steering meetings.
  • Actively networks and utilises the full depth and knowledge of the Mace Group and Centres of Excellence to support the project delivery.
  • Actively promotes knowledge share across the programme & portfolio and is able to evidence the benefits of this to the client.
  • Identifies opportunities to broaden integration (i.e. consistently, knowledge share) into the capacity programme (where appropriate) and supports implementation.
  • Sponsorship of a special interest group and support wider coordination by sector lead.
  • Responsible for conveying and connecting the wider business strategy to the project team and promoting the associated initiatives.
  • Promotes Mace's value of going home safe and well, exhibiting visible safety behaviours, sharing lessons learned and using safety moments, OEI tours (min. 4 per annum) and Mace's HSW framework.
  • Actively leads and maintains a continual focus on the Wellbeing of Mace staff, utilising the data from Pulse and Robertson Cooper Surveys to understand wellbeing across the capacity programme/portfolio and lead the implementation of the wellbeing plan.
  • Responsible for determining and assembling project team resources, including required external specialist appointments and the recruitment of new staff.
  • Manages resources, drives the achievement of MOJ strategic objectives in accordance with stakeholder requirements, compliance and regulatory frameworks, ensures effective commercial business practices, tangible operational productivity and improvements.
  • Creates and nurtures a high-performing and inclusive team environment that encourages contribution, recognition and inclusion.
  • Builds and maintains internal and external relationships (e.g. clients, contractors, consultancies and other stakeholders) to foster growth, increase networks and support the delivery of the MoJ strategic objectives.

You'll need to have:
  • Extensive experience in the successful delivery phase of projects and programmes in the public sector.
  • Deep property or infrastructure project management expertise.
  • Strong commercial and financial acumen.
  • Leadership and management experience of large, diverse teams.
  • Experience of managing relationships with key senior stakeholders.
  • Extensive sector and/or market-specific experience, knowledge and contacts.
  • Extensive experience in successful delivery of major projects and programmes, through all project phases.
  • Tertiary qualifications in related (project management and/or construction related discipline), non-related degree or equivalent professional experience/apprenticeship, combined with a demonstrable level of role knowledge (or equivalent).
  • Appropriate construction skills certification scheme (CSCS) card, or global equivalent.
