Job Description

On behalf of DCMS, we are looking for a Senior Information and Records Manager (InsideIR35) for a 6-month contract. Hybrid working based in London or Manchester.

DCMS Knowledge and Information Management (KIM) is a small but high-performing team within the Digital, Data and Technology (DDaT) directorate. The team supports policy, programmes, corporate functions, and Private Offices by managing all aspects of the department's paper and digital records, ensuring compliance with Public Records legislation.

This role supports the Head of Knowledge and Information Management (KIM) to enhance information management and governance within DCMS. It involves identifying and leveraging technologies and opportunities to improve KIM delivery, efficiency, and compliance.

Main Responsibilities
  1. Coordinate activities within the Knowledge and Information Management team, working closely with Operational Data Protection and Cyber teams to maintain a full information governance function.
  2. Identify, mitigate, escalate, and ensure accountability for information risks, working alongside data protection and cyber teams.
  3. Provide advice on information and records management to DCMS projects, programmes, and occasionally to public bodies as part of broader DDaT engagement.
  4. Oversee the KIM service across DCMS, supporting complex queries and disclosure requests.
  5. Engage with external stakeholders including the DDaT Directorate, Public Inquiry team, FOI team, and Private Offices.
  6. Develop and maintain guidance and processes to promote good records management and awareness of best practices.
  7. Hold an active SC Clearance or be willing and eligible to undergo checks. Preference may be given to candidates with active security clearance due to the short-term and urgent nature of the role.
  8. Experience managing paper and electronic records throughout their lifecycle, including creation, maintenance, access, review, and disposition.
  9. Understanding of the Public Records Act 1957 and 1968, FOI Act 2000, and Data Protection Regulation 2018.
  10. Effective communication skills with diverse stakeholders.
  11. Ability to assess information, evaluate options, and confidently make recommendations.
  12. Formal qualification or accreditation in information and records management (e.g., IRMS, ARA, CILIP).
  13. Experience working within M365.
  14. Public Sector experience.
