About the Role
An exciting opportunity has arisen to work in the Liverpool City Region Combined Authority procurement team for a Senior Procurement Business Partner.
Reporting directly to the Procurement Manager, you will be extremely important to the future success and reputation of the Procurement Team and you will be expected to successfully demonstrate a number of key skills in terms of stakeholder relationships, service delivery, negotiation, leadership, management, commercial awareness and professionalism. Data driven decision making will be essential.
You will be responsible for providing strategic leadership, management and advice on procurement issues across the organisation to ensure that the Combined Authority achieves value for money for its residents, supporting the local economy and securing positive social and environmental outcomes for the City Region.
You will be required to provide detailed analysis of procurement spend with external organisations and various categories of spend.
Develop expertise in specific portfolio areas within agreed categories to develop appropriate sourcing, pricing and assessment strategies.
Provide management reporting on Key Performance Indicators and other Management Information as appropriate.
Adhere to the performance management system to ensure their performance, and the performance of any staff they are managing, meets business objectives.
About the person
- Highly motivated and possess excellent communication, negotiation and IT skills.
- Ability to analyse procurement trends and financial data resulting in more informed business strategies.
- Is able to arrange or categorise planned spending to achieve maximum value for money including social value outcomes.
- Ability to manage a diverse workload to deadlines, work to agreed procedures and translate complex information clearly and concisely is essential.
- Excellent interpersonal skills and the ability to work with external organisations/suppliers to negotiate the best possible outcomes.
- A good understanding of public procurement legislation, procurement approaches, techniques, processes, policy and strategy.
- Proven experience working within a procurement role in the public sector.
- An understanding of how procurement activity is organised, commercial awareness and procurement skills.
- Experience of contract and supplier performance management.
- Ability to provide direction and leadership to Procurement Team staff.
- Able to provide research and gather information for the procurement planning in line with policy of the Combined Authority.
- Ability to agree plans and ensure performance against milestones is managed pro-actively.
