Job Description
Interim Senior Procurement Officer
Job Ref: Gloucestershire
Pay Rate: Up to £366.62 per day PAYE depending on experience
Location: Candidates must be able to attend onsite working needs in Gloucester, at least 1-2 days per week. This is a mandate.
Key Requirements:- Professional CIPS (Chartered Institute of Procurement and Supply) qualification or equivalent and evidence of experience or necessary skills through training.
- Undertaken PA 23 Government Commercial college Elearning and certification.
- A comprehensive knowledge and understanding of strategic procurement principles.
- Experience in developing/reviewing relevant procurement/contract terms.
- Must have PCR 2015 Light-Touch experience.
- Proven track record of providing strategic procurement advice and support to stakeholders at all levels across an organisation.
- Demonstrable understanding of the commercial environment including the identification of commercial risk and providing high level commercial advice to stakeholders at all levels.
- Ability to analyse and interpret financial, monitoring and other performance information.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
- Use specialist knowledge or expertise, e.g. supplier or market research, cost modelling, risk transfer or benchmarking to achieve outcomes.
- Use information and analysis to inform the development of commissioning and commercial thinking.
- Undertake or lead discreet procurement projects and attend project/review board meetings as required.
- Assess Social Value and work to maximise it through your work.
- Work with legal and other professional experts to develop the form of contract, special terms and conditions, KPI's and where appropriate incentive or payment strategies.
- Ensure effective communication and engagement with stakeholders and partners (including external suppliers).
- Assess and manage the risk associated with each activity.
- Keep up-to-date with relevant policy, best practice and legislative changes.
- Work on complex innovative or higher risk tenders or in areas where the supply market is less well developed.
