Job Description
Senior Transformation and Delivery Manager NHS South Yorkshire Integrated Care Board Cancer Alliances are key to affecting the transformational change needed to achieve world-class cancer outcomes for their population as set out in the Cancer Taskforce strategy.

The South Yorkshire & Bassetlaw Cancer Alliance, working with Derbyshire & Bassetlaw, aims to facilitate high quality, equitable transformational change.

The purpose of the job is to work closely with Place colleagues to jointly lead the commissioning of cancer services (recognising that cancer services are a mix of local and South Yorkshire and Bassetlaw wide pathways). The post holder will provide peer support to Places, facilitating additive expertise and transformation capacity within the South Yorkshire Integrated Care Board in relation to cancer services. This will require direction from and partnership working with the South Yorkshire Integrated Care Board and Place, commissioners of specialised and public health services, providers and clinical teams (via Provider Collaborative(s .

Main duties of the job Key objectives of this role include:

  1. In conjunction with Place colleagues, develop and implement a commissioning framework for high quality cancer services within South Yorkshire.
  2. In conjunction with Place colleagues, develop the annual commissioning intentions aligned to national and local strategic priorities.
  3. Operate as peer support to Place colleagues to jointly lead the commissioning process for new/existing services related to cancer ensuring additive value and capacity including the development/review of service specifications, development/review of resource implications including activity and finance and supporting the development of business cases.
  4. Review, consider and work collaboratively with neighbouring Cancer Alliances (East Midlands) and Integrated Care Boards (Nottingham and Nottinghamshire and Derby and Derbyshire) in relation to patient pathways.
  5. Informed and directed by Deputy Place Directors, develop the case for change for potential service redesign and/or development of new services to the South Yorkshire and Bassetlaw Cancer Board and/or the South Yorkshire ICB Operational Executive.
  6. Support the Cancer Alliance Associate Director and Deputy Place Directors to ensure value for money across commissioned services including the identification of any required efficiency/change programmes.

Job Responsibilities Communication and Relationships
  • Supporting collaborative arrangements and negotiations with providers, as part of the transformation, delivery and improvement function.
  • Provide additional support to the wider transformation, delivery and improvement team through working flexibly to directly assist other portfolios of work where they may be a subject matter expert or through research and development and delivery of materials as required.
  • Provide expertise of best practice change and project management methodologies.
  • Communicate, engage and build relationships with key partners across a wide range of stakeholders including providers, other health and social care organisations (Councils) and commissioners.
  • Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits where there may be contentious decisions to be made around performance or finance etc.
  • Produce material for and present complex presentations to large groups which are engaging, influential and effective in delivering key messages, the content of which may include highly complex technical, contentious or very sensitive information.
  • Forge close working relationships across the organisation to facilitate an effective matrix style approach to delivery of contracts, services, projects and programmes of work.
Analytical and Judgement
  • Identify options by utilising specialist knowledge using agreed criteria and initiative to test solutions in advance.
  • Contribute to the development of key performance indicators and milestones for specific projects/services.
  • Interrogate and analyse, sometimes highly complex, information to support the delivery of clear reporting and outcomes.
  • Interpret national policy and guidance in relation to specific areas of work to support the delivery of local strategy and plans.
  • Write and submit regular reports for senior managers and executives showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist.
Planning and Organisation
  • Managing the set-up and delivery of services and projects, working with colleagues and subject matter experts on the strategic planning, scoping, design and the delivery.
  • Deliver service change/redesign linked to requirements from NHS England and NHS Improvement which are complex in nature and that supports system transformation.
  • To support the development and implementation of new/existing services, including planning and needs assessment, development/review of service specifications, participating in the procurement process, issuing contractual documentation, supporting mobilisation and ongoing contract management including improvement and performance of services.
  • Manage the whole commissioning cycle, reporting on progress and managing risks and issues, escalating where necessary to the appropriate board.
  • Support organisational change and the uptake of initiatives that support excellence.
  • Ensure benefits are identified, understood, measured, tracked and owned.
  • Demonstrate flexibility and support new portfolios of work where necessary.
Physical Skills
  • Standard keyboard skills will be utilised daily due to the nature of the role which will require the use of computers and systems.
  • Contact with patients/clients will be incidental.

  • To ensure all public contact with the team is of highest professional standard.

  • Develop and implement standardised operation processes and procedures for projects, and work with senior team members to develop project management policies that apply across SYICB.
  • Keep patient interest at the centre of all activities and involve patients and public in policy development and service, project and programme delivery where appropriate.
  • Works within organisation and national guidance, interpreting national guidance relevant to the area of work and acting as a subject matter specialist within the specific area.
  • Support the work at Place and across SYICB to ensure value for money across commissioned services including the delivery of any required efficiency/change programmes.
Finance and Physical Resources
  • Budget holder for specific contracts/services, tracking and reporting on spend.
  • Monitor and manage the budget effectively, acting in accordance with organisational financial policies and procedures.
  • Constantly strive for value for money, ensuring financial balance is achieved.
  • Provide financial updates and reports as required.
Human Resources
  • Provide day-to-day line management of a small team undertaking Personal Development Reviews and managing any employee relations issues.
  • Responsible for recruitment of new team members.
  • Lead multi-disciplinary teams and manage interactions between other internal and external functions as required.
Information Resources
  • Develop appropriate, robust, information systems to ensure that all documentation is stored and used effectively (dashboards, highlight reports, risk and issues logs etc).
  • Develop a sound project/commissioning schedule that suitably identifies resources and outputs; applying appropriate principles to deliver stated objectives and deadlines.
Research and Development
  • Undertake research and development initiatives, delegating as appropriate.
  • Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information.
  • Pro-actively identify service improvement needs and opportunities, by complex analysis of data/information, audits or surveys, and prioritise improvement activities.
