Job Description

Service Care Solutions is recruiting on behalf of a local authority in London for a Capital Finance and Performance Officer to support a £30m Capital Investment Programme. This role involves financial monitoring, performance tracking, and budget management to ensure effective project delivery.

If you have experience in capital finance, performance analysis, and procurement tracking within a local authority, this is a great opportunity to make an impact.


Main responsibilities

  1. Develop and maintain systems to track budget performance, key performance indicators (KPIs), and economic effectiveness of the Capital Investment Programme.
  2. Monitor financial performance, ensure accurate reporting, and support budget planning, profiling, and forecasting for projects within the £30m Capital Programme.
  3. Use Microsoft Project, Keystone, and Northgate to manage procurement timetables, construction schedules, and expenditure tracking.
  4. Prepare financial and performance reports for senior management, councillors, and external stakeholders while contributing to funding applications and bid processes.
  5. Work with Quantity Surveyors, Project Managers, and external partners to ensure cost efficiency, compliance with legislation, and application of best practices in capital investment.

Candidate Requirements

  1. Proven experience in financial management, budgeting, and performance tracking within capital investment programmes, ideally in local government.
  2. Ability to analyse financial data, monitor KPIs, and produce detailed performance reports to support decision-making.
  3. Experience using Microsoft Project, Keystone, Northgate, and other financial monitoring software to track budgets, procurement, and project progress.
  4. Strong ability to liaise with senior management, councillors, project teams, and external partners, presenting financial insights and ensuring compliance with investment targets.
  5. Understanding of public sector finance regulations, procurement processes, and capital investment frameworks, with the ability to apply cost benchmarking and efficiency savings.
