Job Description

This is a fixed term post until March 2026

We are looking for a Contract Officer to join the Family Hubs team within Sandwell MBC.

To maintain effective contract and client relationship management arrangements for the delivery of Family Hubs. Oversee the arrangements of outsourced nursery provision, including the resolution of property, lease and contractual issues. Lead on the procurement of service concession contracts for the delivery of nursery provision as the need arises. Provide procurement and contract monitoring support to the Travel Assistance Service.

Key Duties and Responsibilities

  • Develop, implement, and manage comprehensive contract strategies for Family Hubs.
  • Support the Travel SEND transport services with the development and delivery of the procurement strategy for home to school transport arrangements for children and young people with special educational needs and disabilities.
  • Lead on the monitoring and evaluation of contractor performance against contractual obligations, KPIs, and service level agreements (SLAs) and analyse performance information to identify trends and concerns and provide summary reports as required.

Essential Requirements

  • To be qualified to Degree level or hold a recognised relevant qualification in procurement.
  • Evidence of continual professional development.
  • At least 2 years' experience of undertaking procurement activities.
  • At least two years' experience of managing high value, complex contracts.
  • Experience of project management of complex tasks at a senior level across a range of organisations.

An enhanced DBS check is required for this role.
