Job Description

This exciting opportunity to join the Divisional Contracts Team has arisen due to the promotion of the current postholder. Working as part of a small, friendly team, the role spans the Division of Estates & Facilities which delivers an essential support services function for Aneurin Bevan University Health Board.

This role requires close collaboration with Estates and Facilities colleagues to oversee various contracts within the Estates and Facilities Division's portfolio. The post holder will work alongside the Contract Management Team and engage with divisional stakeholders at all levels to ensure contracts are effectively managed and that the contracts programme is delivered in accordance with organisational and policy requirements.

Additionally, the post holder will support the Health Board's corporate objectives by ensuring the appointment of essential support services to provide goods, services, and planned preventative maintenance within the Estates and Facilities Division.

A key aspect of the role is identifying opportunities to enhance quality, maximise value for money, and explore potential income generation.

This position is based at St Cadoc's Hospital in Caerleon, Newport, with an element of home or agile working.

Main duties of the job

The main duties of the job include:

  1. Take the lead in managing a diverse portfolio of service and maintenance contracts that support the Estates and Facilities Division. This includes overseeing the delivery, development, and management of contracts to ensure high performance standards and value for money while fostering strong relationships with key suppliers.
  2. Provide expert guidance on procurement and contract management, advising customers and colleagues on contractual matters to ensure compliance with procurement legislation and other statutory regulations. Stay informed about legislative changes and implement new policies, practices, and procedures accordingly.
  3. Lead quotation and tender exercises, as well as complex procurement processes, in line with relevant public procurement regulations.
  4. Regularly analyse data to identify opportunities for service improvements and cost savings.
  5. Oversee the output specifications of existing contracts to ensure efficient service delivery, with clear and well-communicated performance reporting.
  6. Implement system controls for managing contract variations and proactively address areas of concern by developing and executing remedial action plans.
  7. Working collaboratively with the Contracts Administrator to ensure digital record keeping is maintained and that supplier payments are processed with efficiency and accuracy.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Person Specification Qualifications and Knowledge
  • Postgraduate qualification in procurement, contract management or project management
  • Membership of Chartered Institute of Procurement (CIPS), CIPFA or Institute of Purchasing and Supply
Experience
  • Experience of working in a senior position within Purchasing and Supply
  • In depth knowledge of health sector and public sector procurement and EU procurement directives
  • Proven experience in contract management, including supplier relationships and KPI's
  • Experience of delivering cost savings/service improvements through a supplier base
  • Experience of projects involving organisational change
  • Basic knowledge of health care estates functions
  • Working knowledge of health care environment
  • Experience of contract management in a health setting
  • Experience of project management
  • Experience of working in the NHS
