A bit about the role The Markets Partners & Places (MPP) South East Team is looking for a Regional Head to join our experienced team. You will report to the Regional Assistant Director for the South East, Julia Krause, and will work with partners across the region to deliver transformational projects.

You will be joining MPP at an exciting time. Strategic direction from Government, tools to deliver and devolution represent opportunities to make a real long-term difference to our communities and we want the best people possible to be part of that change.

You will be a part of a team that has responsibility for delivering some of the Agency's most important and ambitious development and infrastructure projects that achieve transformative regeneration as well as housing growth. The South East team is focussed on unlocking tens of thousands of homes across the South East region in sustainable, well-designed communities. We do this by supporting the coordination and delivery of complex, large-scale strategic growth, new settlement and regeneration projects.

We work collaboratively with local authorities, combined authorities, central Government and leading private sector partners. We are also leading the Agency's response to devolution and the establishment of long-term partnerships with ambitious Combined Authorities through our Strategic Place Partnership (SPP) model.

In line with our place-based working practices, we focus on locations where housing delivery is most needed to address acute social challenges including affordability, housing supply and tenure mix. Our mission is to unlock and accelerate the delivery of high-quality homes and places in these locations, whilst also supporting economic growth through regeneration.

Working with influential stakeholders, you will support our experienced team in driving delivery of a range of complex workstreams.

A bit about you We are looking for someone to join our Team who is passionate about the delivery of quality homes, placemaking and regeneration and wants to work in an inclusive, supportive and driven team.

You will be part of a team that ensures regeneration and housing growth delivery occurs in our priority places by working with internal and external stakeholders. This means developing projects that meet both the ambitions of partners and our Strategic Plan and also business case propositions to draw-down available capital funds in an innovative and problem-solving way. Your role is to ensure that these projects happen.

Your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as an agency.

You will lead or support multidisciplinary teams, drawing on skills and expertise from across the agency to drive progress in complex, long term regeneration and housing growth projects and enable delivery in priority locations.

You will be motivated by the transformative impact of placemaking and housing delivery. You will have experience of the development delivery process, preferably in the development, land assembly, design, planning, funding or delivery stage, in either the public or private sector.

You will help develop and deepen relationships with local, regional and national partners and act as a conduit between Homes England and our key partners, influencing key decisions and leveraging relationships to generate new business.

You will be responsible for contributing to the implementation of change to deliver our new operating approach and to work in a more place based and impactful way.

Delivering on a mission as bold as ours isn't always easy. You will be resilient and comfortable managing stakeholders. You will be a critical friend to partners, while also being supportive and engaging, and you will be comfortable with having difficult and challenging conversations.

You will have the ability to learn quickly on complex projects, undertake analysis and input into reports for internal and external readership. You will be used to managing competing priorities and meeting internal and external deadlines and will always be looking for ways to improve.

With a focus on the South East, you will have specific knowledge of the constraints, opportunities and organisations that are pivotal to delivering in the region.

This role requires presence in our Northstowe (Cambridge) or London offices 1-2 days per week to meet the needs of the role. You will also spend time with partners in locations across the South East.

Key Skills & Experience
  1. Leadership - you will have experience of leading and managing teams, often multi-disciplinary in nature.
  2. Working in partnership - you will be used to working successfully with the full range of partners and stakeholders involved in the development process and understand their needs and priorities.
  3. Relationship management - effectively managing internal and external professional relationships is a core part of the role, to act as a conduit between Homes England and external partners and manage internal multi-functional teams to lead problem solving and interventions.
  4. Planning and development experience - experience of working on large scale, complex development projects, with an understanding of the factors that drive strategic development and planning, including experience of land assembly and/or delivery models (such as development corporations and joint ventures).
  5. Report writing - preparing clear reports for internal and external readership is a core part of the role. The reports produced by our team can include briefing papers for our CEO, MHCLG, Secretary of State and internal decision-making boards.
  6. Green Book-compliant business cases - the Green Book is the Government's recommended framework for developing business cases based on a five-case model. The ability to develop and analyse market failures and to articulate the strategic rationale for public intervention and a project's value for money is an essential part of the role. Experience of the Green Book is an advantage, but not essential. However, you will be able to demonstrate examples of producing reports to support strategic decisions.
  7. Development appraisals and cash flows - we regularly receive appraisals prepared by third parties which require review by our team. The ability to navigate cash flows and identify the risks is a beneficial skill.
  8. Funding and financing - understanding of the economics and funding of major infrastructure to support large scale housing developments. Experience of infrastructure / development funding would be an advantage but is not essential.
  9. Essential: degree level qualification or equivalent experience such as Chartered Surveyor (MRICS), Town Planner (MRTPI), engineer, urban regeneration specialist or experience in development finance.
