Your new role:
- Take full responsibility for the successful completion of all capital programmes within the borough, covering a diverse range of housing, community, and school projects.
- Lead, manage, and coordinate all programme phases from initial feasibility and planning to successful handover, including:
- Overseeing consultations and engagement with residents and key stakeholders.
- Assembling land for development.
- Procuring and managing consultants effectively.
- Developing strategies for delivery and financing.
- Creating design and sustainability strategies, as well as detailed designs for schemes.
- Procuring development and construction contracts.
- Handling legal and contractual negotiations.
- Managing programmes and projects to achieve objectives and meet delivery targets.
- Manage a service delivering a multifaceted programme with capital expenditure exceeding £100m annually, ensuring the implementation of systems to monitor and manage progress and expenditure.
Key Responsibilities:
- Deliver services to a high standard, continually improving with excellent internal and external customer engagement that is positive and community-focused.
- Lead and manage the Capital Delivery team, fostering a culture of excellence and collaboration.
- Develop and implement strategic plans for the delivery of capital projects.
- Ensure the efficient allocation of resources and budget management.
- Liaise with stakeholders, including residents, contractors, and government agencies, to ensure project alignment and community engagement.
- Monitor project progress, identify risks, and implement mitigation strategies.
- Drive innovation and sustainability in all capital delivery initiatives.
What you will need to succeed:
- Proven experience of leading and delivering large-scale capital projects, preferably within the public or private sector, working alongside the public sector.
- Strong leadership skills with a track record of managing and motivating teams.
- Excellent strategic planning and project management capabilities.
- Extensive experience of stakeholder engagement.
- You must hold qualifications within Project Management and technical qualifications within Construction.
- Ideally, you will hold MRICS or CIOB.
- You must have experience of delivering commercial, corporate, school and new homes projects.
- Strong financial acumen and experience in budget management.
- Outstanding communication and stakeholder engagement skills.
- A commitment to delivering high-quality outcomes and driving a positive social impact.
