Innova - Program Manager (CI/CD Pipelines)

About the role We are seeking a highly skilled and experienced Senior Program Manager to lead our Time to Market with Quality (Ttmq) initiative. This strategic program is designed to enhance software delivery efficiency by improving quality and reducing lead time. The role requires a senior-level leader who can successfully drive a program of this scale and navigate high-visibility stakeholder engagements, including reporting to the CEO and CIO.

Key responsibilities
Program leadership & strategy

• Define and implement a strategic roadmap for the Ttmq initiative.
  
• Align program goals with business objectives to accelerate value delivery.
  
• Ensure on-time, high-quality execution of the initiative within scope and budget.
  
• Act as a key driver for change management, influencing stakeholders at all levels.
  

Technical oversight & CI/CD expertise

• Understand and oversee the implementation of Continuous Integration & Deployment (CI/CD) pipelines
  
• Work alongside senior leads and consultants who handle the technical implementation
  
• Ensure teams adopt best DevOps and CI/CD practices to improve delivery efficiency
  
• Ability to engage deeply with technical teams - purely theoretical CI/CD knowledge is insufficient
  

Stakeholder management & governance

• Serve as a key liaison between IT leadership, Agile teams, and technical leads
  
• Report program status to the IT Board, CIO, and possibly the CEO
  
• Facilitate communication between senior directors and ensure alignment across streams
  
• Conduct Quarterly Business Reviews (Qbrs) and ensure adherence to governance standards
  

Change management & Agile enablement

• Drive organizational transformation to improve ways of working
  
• Overcome resistance and establish a culture of agility and continuous improvement
  
• Work with Agile Coaches and Process Facilitators to ensure effective program execution
  
• Lead steering efforts to keep the program on track and realign differing opinions among senior directors
  

Required skills & experience
Professional experience

• 10+ years of program management experience in complex IT environments
  
• Strong technical background with direct exposure to Agile, DevOps, and CI/CD tools
  
• Proven expertise in end-to-end software development lifecycle (SDLC) projects
  
• Experience in large-scale transformation programs within an enterprise setting
  
• Consulting and system integration experience is a plus

• Knowledge of cloud platforms and modern software development practices
  

Languages

• Fluency in English is required
  
• Proficiency in French and/or Dutch is a plus
