Lead Planner - Airspace Modernisation
(Known internally as Airspace Modernisation Lead)
Salary Range : Min £50,477 to Max £67,303 per annum, depending on experience, plus a market related supplement.
Contract Type: Permanent Full Time
Security Level: BPSS
Visa Restrictions: This position does not (currently) offer visa sponsorship.
Location: Gatwick / Hybrid: Whilst we embrace hybrid working, there will be an expectation to attend the office weekly, at least 1 day a week, but is subject to business needs and change.

The Role
Do you have background in strategic/operational planning, Air Traffic Management (ATM) or any other complex transport related industry? Working with a broad range of stakeholders, you will ensure that the national airspace modernisation strategy (AMS) delivers its goals for the total modernisation of UK airspace by 2040. This role is at the heart of the UK's future airspace aspirations, and you will work with ground-breaking technology and strategic concepts. You will partner internationally to share best practice and will help shape and influence the national ATM system for generations to come.
Key Role Accountabilities:
- Influencing at the international level to encourage and ensure UK AMS and alignment with the Global Air Navigation Plan (GANP).
- Development and authoring of AMS related plans and guidance, including but not limited to CAP1711, CAP1711a and CAP1711b.
- Ensure the programme of airspace modernisation is supported by National and International policy.
- Coordinating, cohering and collaborating with the Airspace Modernisation Delivery Teams; both CAA internal Teams and external industry Teams (such as NERL and MoD).
- Support to industry and other stakeholders in communicating AMS intent.
- Advice to the CAA senior leadership on Airspace Modernisation Fund (ASF) activities.
- Providing ongoing SME Airspace and ATC technical advice and guidance to the CAA for both Sandbox and other developing innovation projects pertinent to the AMS.
- Understand and track European and Global airspace modernisation intent and facilitate updates where necessary to the UK AMS through advising SLT revised UK AMS strategic intent.
- Ensure Strategic coherence of UK AMS Delivery plans with the wider AMS intent through attendance of a range of boards, working groups and forums.
ABOUT YOU
You will confidently engage with internal and external stakeholders to ensure airspace modernisation plans are coherently developed, managed and understood. Ideally, you will have knowledge of the CAA and UK aviation industry supported by an understanding of key legislative factors influencing and determining the CAA's role as an airspace regulator e.g. the Civil Aviation Act, Air Navigation Order, Rules of the Air Regulations and the appropriate MoD Publications.
- Understand Airspace Modernisation, its related aims and objectives along with its concepts, and potential issues.
- Working knowledge and understanding of the airspace change framework, national legislation and implications for airspace users.
- Knowledge of the CAA, its structure and its working practices and procedures.
- Proven experience at developing strategic or operational plans and the production of multifaceted strategy documents.
- Able to develop novel solutions, based on expert knowledge and detailed understanding of ATM and aviation law principles.
- Understand and a knowledge of National reporting responsibilities into bodies such as ICAO, Eurocontrol.
- Confidently able to communicate at all levels, whilst able to effectively collaborate, negotiate and influence at all levels internally, with industry, and with national and international stakeholders.
- Able to comfortably work with a multi skilled team, yet equally confident to work alone, demonstrating effective time management, and pro-actively work with often tight delivery deadlines.
- Working knowledge and confident use of the MS Office suite.
- Working knowledge of the ICAO, EASA and other international institutions which may impact UK airspace modernisation.
- Awareness of the environmental impact of aviation, and of existing and developing strategies and actions to mitigate these.
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance. BPSS - To be vetted you must have the right to work in the UK so that meaningful checks can be undertaken.

Relocation & Property
The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years' time. Our move is driven by strategic, operational and environmental considerations. We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
