Job Purpose

The Procurement & Contracts Manager will be responsible for procuring and managing IT/Corporate & Professional Services procurement activities and contracts within the Fund, ensuring compliance with the Public Contracts Regulations 2015 and Procurement Act 2023 while delivering value for money.

The role is focused on supporting stakeholders to meet business needs efficiently and compliantly, requiring excellent customer focus, stakeholder management, and communication skills, along with the ability to recommend innovative solutions that align with relevant regulations and policies.

  • Manage the procurement process from start to finish, including identifying requirements, preparing tender documents, evaluating bids, and negotiating contracts.
  • Develop and implement procurement approaches that deliver value for money, quality, and social value to meet the Fund's requirements.
  • Ensure compliance with the Public Contracts Regulations 2015 and Procurement Act 2023 & other relevant legislation, policies, and procedures to reduce the risk of procurement challenges.
  • Liaise with stakeholders across the Fund to identify procurement needs and ensure they are met in a timely and efficient manner through effective management of the pipeline of procurement activity and understanding of the most appropriate procurement approach.
  • Support the business with drafting the procurement aspects of the Outline and Final Business Cases to ensure that all procurement options are considered, and the optimum procurement approach and contractual construct are selected, in line with the Fund's Framework first approach to Procurement.
  • Utilise CCS or other framework contract templates, including government short form and mid-tier templates, to draft and finalize procurement contracts that meet the Fund's requirements.
  • Oversee the management and maintenance of Dynamic Purchasing Systems (DPSs), ensuring they are effectively utilized to meet procurement needs and deliver value for money.
  • Establish and maintain strong relationships with suppliers to ensure delivery of high-quality goods and services that meet business needs and ensure that any performance issues are dealt with effectively.
  • Manage a range of contracts with suppliers, monitoring performance against KPIs, managing disputes, and ensuring compliance with contractual obligations.
  • Identify opportunities to improve procurement processes and implement continuous improvement initiatives, make recommendations, and support with their implementation.
  • Deliver specific training and guidance to colleagues on procurement, contracts management, and supplier management to assist with understanding of commercial matters.

Experience:

  • Proven experience working in a procurement and contracts management role, preferably in a public sector organisation.
  • Strong category experience in either IT or Corporate & Professional Services and familiarity with CCS and other public sector buying organisation frameworks.
  • Demonstrable experience in managing procurement processes and contracts, including developing and implementing procurement strategies, evaluating bids, and negotiating contracts.
  • Experience in supporting stakeholders to meet business needs efficiently and compliantly, ensuring procurement solutions align with organisational goals and regulatory requirements.

Skills:

  • Excellent problem-solving and analytical skills to support the recommendation of innovative solutions to Procurement challenges.
  • Ability to work collaboratively and as part of a cross-functional team.
  • Excellent attention to detail and organisational skills.
  • Good communication and interpersonal skills, with the ability to build and maintain effective relationships with stakeholders and suppliers.

Knowledge:

  • Relevant degree, such as Business Administration, Procurement, Supply Chain Management or related field, or relevant professional procurement qualification, such as MCIPS or equivalent.
  • Knowledge of public procurement regulations, policies, and procedures.
  • Knowledge of procurement and eSourcing solutions, preferably Atamis.
