POSITION: Payroll Supervisor
LOCATION: Board Office (E.J McClendon Center)
SALARY: Non-Affiliated Administrators Schedule, Grade 6
REPORTS TO: Associate Director of Finance & Accounting

MINIMUM QUALIFICATIONS:

  1. Associates degree with training in Accounting or related subjects, three (3) years of successful work experience in payroll and/or bookkeeping, or a combination of education and experience.
  2. Strong technology skills, including experience and proficiency in Microsoft Excel and Word.
  3. Strong analytical and mathematical aptitude.
  4. Skilled in computerized accounting systems, preferably the SMART finance/payroll system.
  5. Demonstrated excellent organizational and communication skills, attention to detail and follow through to resolve outstanding issues.
  6. Strong customer service skills; ethical, inclusive and equitable practices and behaviors.
  7. Knowledge of the State of Michigan Accounting Manual (Bulletin 1022) preferred.
  8. Possess or be willing to obtain MSBO certification: School Payroll Specialist (SPS) preferred, or other school business certification.
  9. Prioritizes and coordinates work schedules during periods of high volume to meet deadlines.

POSITION RESPONSIBILITIES:

The Payroll Supervisor is responsible for the accurate and complete semi-monthly payroll processing in compliance with FLSA, IRS, ORS, Federal and State taxation requirements, Board Policy and negotiated union contracts as well as the supervision of two Accounting Specialist - Payroll team members.

  1. Calculates contracts for administrative staff including new contracts, prorated contracts, blended contracts and leave of absence prorated contracts.
  2. Reviews and approves contract calculations for all salaried, non-administrative staff.
  3. Prepares Federal and State payroll tax forms including quarterly 941s and annual W2s.
  4. Develops and/or maintains payroll processing procedures to include identifying efficiencies within district processes and assuring Accounting Specialists - Payroll team members are trained and following procedures.
  5. Develops and/or maintains processes for timekeepers throughout the district to include frequent communication, training of new timekeepers, assisting existing timekeepers, as needed, and assuring processes are followed.
  6. Establishes and maintains payroll processing calendar.
  7. Processes voids and re-issues, when necessary.
  8. Reviews calculations and processing prepared by Accounting Specialists-Payroll staff for:
    1. Pay rate changes.
    2. Employee status changes (e.g., part-time to full-time, midyear hire).
    3. Attendance adjustments for leaves of absence.
    4. Payments for longevity, vacation payoffs, retirement allowances, Board paid TSAs, and other special payments.
  9. Assists Accounting Specialists-Payroll staff with the following tasks:
    1. Managing various attendance banks and calculating prorated adjustments, when necessary.
    2. Monitoring emergency sick banks, extension time, borrowed time, catastrophic banks and PCEA bank.
    3. Administering court orders relating to bankruptcy, child support, student loan repayments and vendor garnishment deductions; respond to related inquiries.
    4. Preparing employee verification reports, as requested by outside agencies (e.g., mortgage companies, etc.).
    5. Backing up Accounting Specialists - Payroll, as needed, to assure timely and accurate processing of semi-monthly payroll.
  10. Administering the District's 403(b) and 457(b) plans, including but not limited to:
    1. Processing Board paid tax-sheltered annuities (TSAs) annually.
    2. Processing Special Pay Plan payment for salary and hourly units.
    3. Calculating, processing and monitoring deductions and limitations.
    4. Providing employee notification of plan eligibility for IRS plan compliance.
    5. Providing safe harbor notices to staff.
    6. Creating Severance of Employment/RMC for employees withdrawing/transferring funds, reviewing and determining eligibility for withdrawals, exchanges, rollovers and loans.
    7. Importing and processing deductions.
    8. Coordinating Annual P-CCS Retirement Seminar.
  11. Processes retirement allowances and voluntary retirement compensation payments.
  12. Assisting employees with MPSERS questions including but not limited to assisting employees with access to their MiAccount and assisting with questions relating to their defined benefit or defined contribution plans.
  13. Processing, calculating, and/or preparing Workers Compensation wages, payroll journal entries and reports, including but not limited to:
    1. Calculating and preparing Wage Statement for Workers Compensation Insurance carrier.
    2. Processing and calculating employee workers comp wages (make whole, per bargaining agreements).
    3. Preparing journal entries and processing Workers Compensation checks.
    4. Preparing and calculating wages for all employees per location as required by the Workers Compensation Carrier (Concentration of Risk & Employees per location) for the Annual Insurance Renewal.
  14. Verifying human resources and payroll use same function codes in both HR and Finance systems until the transition to one combined system.
  15. Verifying attendance in payroll entry data reconciles with district's absence management system data.
  16. Responds to employee payroll and withholding inquiries, with a focus on customer service.
  17. Maintains district website Transparency Page with current data, as required by law.
  18. Assists with year-end accounting procedures including year-end accruals and preparation of annual audit.
  19. Assists Associate Director of Finance and Accounting, as requested.
  20. Other duties as assigned not specifically contained therein.

EVALUATION: Performance of this position will be evaluated annually.

BEGINNING DATE: As soon as possible

SALARY RANGE: The salary range for this position is $61,000 - $87,309. Salary will be determined on the basis of qualifications and experience. This is 52-week Non-Affiliated position. Salary will be prorated to start date.
