Job Description
Ultra Maritime SMaP Rugeley Staffordshire are seeking an experienced PMO Manager to establish and lead a Programme Management Office (PMO) within a well-established organisation delivering complex projects and programmes. While our projects and programmes are mature, this role will be pivotal in bringing consistency, governance, and best practice methodologies to drive efficiency and performance.
This is an exciting opportunity for someone who has successfully set up a PMO before and is eager to shape and embed a structured project governance framework from the ground up.
Key Responsibilities:
- Establish the PMO: Design and implement a PMO function that enhances governance, standardisation, and best practices across the programme portfolio. Define the PMO's operating model, ensuring alignment with business objectives and project delivery needs.
- Project Management Standards: Define, implement, and maintain the Project Management Plan (PMP), encompassing baseline, schedule, risk, cost, and resource management across the entire programme. Ensure adherence to these standards through a suite of key performance indicators to monitor progress, trends, and compliance.
- Forecasting and Scenario Planning: Develop and deliver clear forecasting outlooks for the programme's estimated completion, focusing on schedule and cost. Identify areas for optimisation and conduct scenario planning to enhance outcomes.
- Programme Control Systems: Establish and maintain programme control systems with performance and compliance metrics, serving as the central hub of the governance framework. Generate status and performance reports to address variances from baselines, ensuring data integrity and quality.
- Change Control Management: Establish and chair the change control committee, ensuring change requests are properly sanctioned and incorporated into the programme.
- Capability Development: Drive the development of project and programme management capabilities across all relevant team members, leading to appropriate external accreditation in line with corporate and business standards. Provide input into individual Performance Development Review (PDR) objectives and support individuals through coaching and mentoring.
- Stakeholder Communication: Establish two-way communication with key stakeholders to convey how the Integrated Master Schedule (IMS) aligns with organisational strategies.
- Digital Control Room (DCR): Establish and maintain the project's Digital Control Room, ensuring it serves as the central governance framework for the project.
Essential Experience and Qualifications:
- Proven experience in establishing and leading a PMO, preferably in a well-established organisation with complex projects and programmes.
- Experience as a senior manager in a large project, programme, or portfolio with significant accountability for quality, time, cost, and performance.
- Extensive experience with Integrated Master Schedules, cost management, and earned value management methodologies.
- Membership or working towards membership/accreditation with externally recognised Project Management Professional Bodies (e.g. APM).
- Experience across all stages of a project lifecycle, with responsibility for the delivery of one or more stages.
- Proven people and stakeholder management skills at senior levels within an organisation.
- Demonstrated ability to lead and train all levels in project and programme management competencies.
- Experience with agile project management practices.
