Job Introduction
The Procurement team is repositioning itself to become a strategic enabler for BBC. Procurement Enablement will form a key part in this transformation, delivering enablers for Procurement and its stakeholders.
The Procurement Enablement Manager for regulations & contracts will play a key part in this, acting as the primary expert and manager for all compliance aspects of procurement, including public procurement regulations and internal controls. Responsible for the procurement contracts database, driving utilisation and process efficiencies.
Working for the Process Owner for Source-to-Order, the role has the responsibility to advise on all aspects of public procurement regulations, acting as an expert in complex cases and developing internal check points and controls.
Main Responsibilities
- Ensure compliance with public procurement regulations, and other relevant regulations and internal controls.
- Develop and implement source-to-contract procedures and templates driving compliance, risk mitigation and efficiencies.
- Collaborate with the Process Owner for supplier relationship management, ensuring proper hand off between procurement and contract management processes.
- Drive utilisation and simplification in the central contract database during a period of transition from contract repository to contract lifecycle management software.
- Support the implementation of continuous improvement projects to enhance efficiencies and drive standardisation.
- Support in the maintenance of managing process documentation, standard operating procedures, data governance and training material.
- Work with all relevant stakeholders, business, procurement, legal, sustainability, third party risk management, and finance teams to ensure best practice is applied across activities.
- Collaborate with multiple stakeholders to ensure consistent and efficient processes are in place, which are aligned to business needs.
Are you the right candidate?
- In-depth knowledge of the UK Public Procurement regulations with proven experience ensuring compliance with procurement thresholds, competitive tendering and transparency requirements.
- Experience conducting compliance audits and addressing findings to ensure adherence to public procurement regulations.
- Ability to assess risk, recommend mitigations and document controls.
- Demonstrated experience designing and implementing governance frameworks for tendering, evaluation and contract award process.
- Proficiency in CLM, and e-procurement platforms and tools.
- Experience leveraging systems to manage procurement workflows, transparency requirements, and document retention policies.
- Experience of advising procurement colleagues and internal stakeholders on regulatory compliance and procurement best practices.
- Knowledge of public sector procurement priorities, including social value, sustainability and economic development objectives.
- Experience leading regulatory-driven changes, such as transitioning to new procurement frameworks or adopting updates in UK law.
- Strong analytical capabilities to monitor compliance metrics, identify trends and prepare reports for internal and external stakeholders.
- Familiarity with freedom of information requirements and the ability to handle information requests appropriately.
- Gravitas to lead training and development sessions on UK Public Procurement regulations.
