To undertake management and delivery of an effective programme of Capital Projects as part of the City Deal and Strategic Funding Investment Programmes. Co-ordinating the delivery of the Fife investment projects. The role is crucial for creating and maintaining strategic focus, ongoing alignment and momentum in programme delivery.
- Co-ordinating the delivery of the Fife investment projects within the Edinburgh & South East Scotland City region deal, the Tay Cities Deals and other Strategic growth/development Areas.
- Co-ordination of the oversight process for the negotiation, deal-making and stakeholder management of UK and Scottish Governments and private sector investment.
- Leverage maximum external investment into Fife and investigate alternative financing and development models.
- Leading and ensuring delivery on budget, to time frames and to plan.
- Programme initiation, scoping, planning, delivery, testing and handover to BAU.
- Building internal capability and capacity to enable the delivery of more infrastructure and faster.
- Supporting the development of economic investment business cases for approval, funding and prioritisation.
- Supports the Programme Manager and Service Manager on the overall investment programme and monitoring expenditure and costs.
- Managing a multi-disciplinary team of professional and technical staff, and contractors to deliver a range of capital projects.
- Undertaking land and property transactions relating to strategic town centre, retail and regeneration developments.
- Full membership of a related professional body such as IED, RTPI, RCIS, RIAS or CIM.
- Experience of managing budgets with funding from multiple sources.
- Project Management, Report Writing and Managing Multi-disciplinary Teams.
- A driving licence is essential. Ability to travel within Fife will often be more appropriate.
