Job Description

We are currently working on the below opportunity for a Public Lighting Manager working with Leicester City Council to develop and deliver the Councils' Business Plan, providing specialist advice in lighting design and the implementation of major work programmes and projects.

Client: Leicester City Council

Start Date: ASAP

Duration: 3-6 Months Initially

Rate: £33.13-£35.20 p/h

Hybrid Working Arrangement

Key Responsibilities:

  • Provide decisive and effective leadership to team(s) in line with the council's 'Vision & Values' and 'Leadership Qualities' that enables them to do their best work resulting in high levels of people and organisational performance.
  • Ensure the effective, efficient, and economic delivery of the public lighting, traffic signs/bollards and festive decorations service provision.
  • Develop and deliver the Team's Business Plan, providing specialist advice in lighting design and the implementation of major work programmes and projects.
  • Oversee the work of the in-house contractor (City Lighting), including Health & Safety compliance, adherence to Highways Electrical Association (HEA) requirements, and monitoring of profit/loss accounts.
  • Agree charges with customers and suppliers where appropriate and ensure payment of charges and collection of income to the team as appropriate.
  • Set objectives, budgets, and develop and implement policies.
  • Research, develop, and deliver major public lighting initiatives and projects to transform service delivery to reduce energy consumption, costs, and carbon footprint.
  • Develop and maintain the public lighting asset management regime and other appropriate systems.
  • Manage major projects, chair monthly project and contractor review meetings, analyse performance data, and apply appropriate measures to correct performance or non-compliance.
  • Interpret and implement legislative and contractual requirements relating to the area of responsibility of the team.
  • Provide advice to other departments and services on street lighting related matters.
  • Contribute to the overall management of the Highways Service and represent the Service, Division, Department, and Council at working parties/meetings as required.
