Job summary

Sitting at the heart of HM Land Registry's (HMLR's) Customer and Strategy Group and within the Strategy Hub, The External Affairs team brings the voice of the external world into the organisation through building and managing strategic external partnerships including HMLR's Land Registry Advisory Council (an established group of stakeholders that includes property industry regulators and membership bodies, and representatives of Local Government) and the cross-industry and government group the Digital Property Market Steering Group.

We are seeking an energetic and motivated individual to join as Senior External Affairs Manager to help support our ambitions, bringing with them good organisational skills and the desire to learn.

This is an exciting time to join our team, as we seek to develop our function to continue support the delivery of our Business Strategy. The role will give exposure to the successful candidate both at a senior level within HMLR and with high-profile external audiences. Outside of the core role of supporting the smooth operating of our various industry and internal groups, there is a real opportunity to shape and influence our evolving external affairs approach, so this role would seek somebody who is motivated by the idea of making change.

Job description

You will manage our Land Registry Advisory Council, internal External Affairs Community of Practice, and potentially other sectoral support groups as required and will develop an influence-based approach to achieving strategic outcomes which informs stakeholder engagement and behavioural change plans and activity.

As part of this role, you will provide External Affairs leadership to colleagues across HMLR who undertake external engagement as part of their day-to-day roles for a wide range of reasons. You will provide advice on Government Communications Service (GCS) standards and best practice in delivering and evaluating external affairs programmes of work, act as a trusted advocate and engage effectively with colleagues and stakeholders at all levels including HMLR Boards.

This role gives you the opportunity to own the strategy for and lead HLMR's External Affairs Community of Practice (CoP), a newly launched internal network that has been established to build HMLR's external affairs capability. You will take responsibility for the regular programme CoP meetings and related activities, analysing, and supporting best use of the intelligence channelled through the network, and use your expertise to evolve and embed the CoP within HMLR, monitoring and evaluating impact and leading the strategy for its continuous improvement.

You will have responsibility for maintaining and improving HMLR's systems and processes for stakeholder and international mapping, monitoring, and intelligence sharing, including through the team's SharePoint presence, exploring new opportunities to harvest, hold and share intelligence to meet organisational needs. You will also draft or contribute to stakeholder reports for senior audiences as needed and take lead responsibility for the delivery of quarterly stakeholder and customer dashboards to HMLR's Executive Board.

Person specification

To be successful in this role, you will have line management and leadership experience along with a good track record of communicating and dealing effectively with a diverse and senior set of stakeholders.

You are able to provide advice and recommendations that demonstrate strong political awareness and analytical insight; and maintain focus on big picture considerations whilst understanding the detail.

You can adapt your communication style according to the needs of the audience or observed conventions and are able to explain complex policy and stakeholder issues in a clear and succinct manner; along with the ability to question and challenge assumptions, when required.

You have a good working knowledge of using Microsoft Office packages, including Outlook, Word, PowerPoint and Excel.
