Job Title: Service Improvement Programme Lead

Directorate: PEOPLE: Children and Adults

Division: Adult Social Care

Pay Range: £50,627 - £55,607


Reports to: Head of Transformation and Improvement

Main Purpose of the Job

The Service Improvement Programme Lead will work closely with the Head of Transformation and Improvement to deliver multiple programme areas. This role will ensure successful project delivery by using effective project management approaches, aligning with identified project objectives and the wider vision. The post-holder will liaise with stakeholders to promote the One Medway Council Plan, embedding Medway's values and behaviours into all activities.

Accountabilities and Outcomes
  1. Service Reviews & Improvement: Undertake comprehensive reviews of services provided by Medway Adult Social Care. Develop proposals for both strategic and operational development and improvement.
  2. Project Management: Manage projects to deliver high-quality professional practice in line with legislative frameworks, policies, and standards while meeting the strategic aims of Adult Social Care.
  3. Collaboration: Work collaboratively with Adult Social Care teams and other relevant departments to design, implement, and embed projects and strategies.
  4. Financial Oversight: Alongside the Head of Adult Social Care Transformation and Improvement, ensure accurate forecasting of project spend and savings within divisional budgets. Maintain oversight of project financials to ensure budget compliance and achievement of savings targets.
  5. Co-production: Ensure that all projects are co-produced with input from carers and individuals with lived experience, aligning with best practice in social care.
  6. Client Group Engagement: Work across adult client groups (older people, those with learning disabilities, autism, physical disabilities, sensory impairments, mental health, and self-funders) to support the prevention agenda.
  7. Partner Relationships: Build and maintain effective working relationships with partners, including health organizations, the voluntary, community, and faith sectors, and public sector partners.
  8. Community Hubs: Collaborate with colleagues to integrate Adult Social Care into the development of Medway's Community Hubs.
  9. Other Duties: As delegated by the Head of Service, perform additional duties in line with the nature of the role.

  2. GDPR Compliance: Stay informed of GDPR responsibilities and complete regular refresher training.
  3. Safeguarding: Safeguard the health and well-being of children and vulnerable adults as part of Medway's commitment to safeguarding.
  4. Corporate Parenting: Ensure the well-being and positive outcomes of Medway's care-experienced children and young people.
  5. Performance Appraisal: Participate in the Performance Appraisal process and contribute to identifying development needs.
  6. Equality & Diversity: Promote equality, eliminate discrimination, and foster good relations in line with the Equality Act 2010 and the Public Sector Equality Duty.
  7. Health & Safety: Comply with the Health and Safety at Work Act 1974 and the Council's health and safety policies.
  8. Crime Prevention: Understand and act in accordance with the Crime and Disorder Act 1998 to prevent crime and disorder.
  9. Climate Action: Support Medway's commitment to Carbon Neutrality by 2050 and contribute to the climate emergency response.
  10. Civil Contingencies: Be prepared to take on Category One response duties as part of Medway Council's responsibilities under the Civil Contingencies Act (2004).
Organisation
  1. Reporting: This role reports to the Head of Transformation and Improvement.
  2. Management: The post-holder will not be required to line manage others but may direct, coordinate, or train staff when necessary.
  3. Stakeholder Engagement: The post-holder will liaise with internal and external stakeholders to meet the objectives of the role.
Working Style
  1. Hybrid Working: Flexible working arrangement, where the employee can work either in the office, from home, or a combination of both on a temporary or permanent basis.
