In this role, you'll work in one of our IBM Consulting Client Innovation Centers (Delivery Centers), where we deliver deep technical and industry expertise to a wide range of public and private sector clients around the world. Our delivery centers offer our clients locally based skills and technical expertise to drive innovation and adoption of new technology.
Your role and responsibilitiesYou will be accountable for receiving & actioning demand for your clients. Working with the hiring team, you will be the primary point of contact and recruiting knowledge expert for:
- Hiring Strategy: Develop and drive the hiring strategy for public sector clients. Expert knowledge and utilization of all recruiting tools to develop a diverse slate of candidates. Sharing knowledge with peers. Propose appropriate sourcing channels and where to find and hire the best talent.
- Business Relationship: Business acumen to understand the hiring needs and prioritize requirements. Engage with hiring managers to confirm support required from the business (e.g., feedback, interviews). Provide management information via KPIs on the hiring campaign to identify improvements.
- Labor Market Analyst: Understanding and advising on current external labor market availability and diversity. Advise on compensation and benefits aligned to market scarcity.
- Process Change Agent: Responsible for hiring process & policy compliance. Identify opportunities to improve recruitment operations.

Required technical and professional expertiseRequired Professional and Technical Expertise:
- Solid experience in direct sourcing talent within the public sector.
- Extensive end-to-end, full life cycle recruitment experience.
- Ability to navigate complex recruitment campaigns and niche hiring searches.
- Independent, creative and with a strong sense of responsibility.
- Excellent communication skills with strong competitive market awareness.
- Ability to build a robust network of top talents by gaining market intelligence will be preferred.
- Good time-management skills with the ability to handle various requisitions simultaneously.
- Fluency in English.
