The Building Services Engineer will -

  • Be pivotal in ensuring the decarbonisation targets for all the buildings are met across the estate.
  • Ensure all buildings services are maintained, optimised and statutory compliant.
  • Managing contracts to ensure all contractors are meeting the KPIs established in the contracts.
  • Develop building services improvement strategies for the LCRCA estate include office buildings, bus hubs, vent stations for the tunnels and tunnel plants.

  • Technical Knowledge
  • Ensure all mechanical systems across the LCRCA estate are statuary compliant
  • Be able to use Building Management Systems and SCADA
  • Provide regular performance reports and updates on the decarbonisation agenda on all the buildings across the estate.
  • Be the technical authority for mechanical systems across the LCRCA estate.
  • Ensure reactive maintenance is promptly acted on
  • Ensure the mechanical systems are functional and meet the latest technical and performance requirements
  • Provide a technical specification for maintaining all functional/ mechanical systems across the estate, including: lifts, heating, ventilation, pressure systems and generators.
  • Understand the performance of all mechanical systems across the LCRCA estate
  • The delivery of a cost-effective infrastructure and estates function for existing and refurbished assets whilst meeting quality and environmental standards.
  • Achieve optimum performance standards and ratings as specified and as appropriate to ensure maximum levels of efficiency in all building, property and estate assets and ensure that assets are continuously available.
  • Understanding and meeting all health and safety duties and responsibilities, including ensuring compliance with relevant legislation, including leading a team, by example.
  • Proactive management and maintenance of property, buildings, infrastructure, estates and assets
  • Ensure services and equipment are being operated in the most cost-effective manner in order to reduce energy consumption and minimise utility costs and reduce the environmental footprint of the organisation in line with decarbonisation goals.
  • Ensure delivery of works complies with specialised requirements

  • Strategic advice
  • Provide strategic advice on when parts should be replaced, in collaboration with the Investment Programme
  • Be able to implement new solutions whilst ensuring continuation of service
  • Be able to complete options appraisals and cost/benefits analysis of replacing new parts compared to maintaining the parts.
  • Understand and promote Asset Management objectives and ensure appropriate service provision by setting strategic goals and objectives within the wider Investment Programme.
  • Review the service delivery and create a long-term maintenance plan for replacing parts in conjunction with the Investment Programme.
  • Review maintenance approaches and suggest ways to improve efficiency where appropriate.

  • Financial/Commercial Literacy
  • Have experience of running procurement exercises in Local Government including writing and reviewing procurement documents
  • Have a good understanding of financial systems and cost estimates, including reviewing invoices and raising purchase orders
  • Be able to negotiate and deliver commercial contracts

  • Project Development
  • Create project plans, including pricing schedules and spend profiles for maintenance activities and investment projects.
  • Liaise with business leads across the organisation to set requirements for project and budgets.
  • Manage dependencies for completing maintenance whilst minimising disruptions to customers
  • Monitor contract performance of suppliers
  • Effectively manage contractors and supplier contracts, including SLAs and KPIs
  • Co-ordinated reporting and monitoring of Suppliers, Consultants and Contractors' performance.
  • Apply techniques to help determine and track time resources in line with agreed Client SLA's and delivery outputs.

  • It must be understood that every employee has a responsibility to ensure that their work complies with all statutory requirements and with Standing Orders and Financial Regulations of the Combined Authority, and to ensure that all work functions are undertaken in accordance with health and safety legislation, codes of practice, and the Combined Authority's safety plan.
