Job Description

Role: Commercial Programme Director Job Ref: QAD 1995/0811 Pay Rate: Competitive Market Rate Hours per week: 37 hours per week Contract Length: Initially 12 months Location: Reading, West Berkshire - hybrid working We are seeking an experienced Commercial Programme Director to lead infrastructure commercial solutions. The ideal candidate for this role is an experienced commercial leader with a minimum of 15 years in the commercial sector and at least five years managing sizable teams (50-60 people) and handling complex transactions. You should have a proven track record of leading high-performing teams, coaching, and developing talent, and should bring the gravitas to effectively present to C-suite executives and advise the board. The role requires a background in infrastructure, preferably with familiarity with NEC contracts (though deep expertise is not mandatory if they have strong infrastructure and commercial experience). You will lead a team of commercial professionals to deliver:

  • Business Partnering - Embedded with programme managers to understand business needs and translate into effective procurement strategies.
  • Commercial Governance - managing commercial risk register, reporting rhythm and chairing Infrastructure Commercial Boards to ensure senior stakeholders are aware of key commercial risks and progress.
  • Supplier Relationship Management - managing strategic supplier relationships and ensuring supplier deliver performance outcomes and quality framework.
  • Contract Operations - ensuring monthly payment application, Fee review and that all contractual terms related to NEC3 and NEC4 contract are applied.
  • Contract Change - working with project managers and suppliers to address contract change events and risk mitigation.
  • Contract Disputes - address strategic disputes to protect the organisation's commercial interests.
Key Requirements:
  • At least 15 years in the commercial sector, with 5 years managing large teams and delivering complex transactions.
  • Proven ability to lead and manage teams, including coaching, development, and creating high-performing teams.
  • Experience working in complex settings and handling major transformations or significant transactions.
  • A leadership role rooted in commercial experience, such as transitioning from Quantity Surveyor (QS) to Commercial Manager (CM) and then to Commercial Director.
  • Experience working on programmes valued at around £400 million.
  • Background in infrastructure projects is essential; NEC knowledge is preferred but not mandatory if you have strong infrastructure and commercial experience.
  • Capable of delivering complex commercial solutions, such as major transformations or outsourcing.
