Job Description

We are looking for one "part time and remote PeopleSoft FIN Functional consultant with Swift, Banking & Cash Management" to start ASAP an initial contract until 30-SEPT-2025 (extensions possible) for an international Org' - client in ROME, where 100% REMOTE work is possible. Possibility of extension based on performance and budget availability. English speaking environment.

  • Please note, this project requires a PS-team for implementation, YOUR role will be to support my UN-client on functional support for its implementation over next 9 months.
  • 60 days will be spread across 9 months. At this stage we cannot confirm how many days per week or when will majority of days be used.
  • Our client is an international organisation in Rome and a great reference in any CV!
  • On-Site in Rome would be great, but up to 100% Off-site/Off-shore is possible.

TASKS

Under the supervision of the ICT Project Manager in co-ordination with the Business Owner (Treasury), the selected consultant will.

  1. Understand and assess the current process in terms of receipt, upload and processing of payments, bank statements which are uploaded to/from the SWIFT platform
  2. Analyse the ISO20022 requirements relevant for UN-client processing
  3. Support the TRE Lead in liaising with banks to coordinate the transition. This includes understanding and documenting the functional requirements from the banks - that also includes technical details of the message formats, understanding the data gaps (if any) in the existing system, ensuring accurate data capture, and overseeing the testing phase.
  4. Assess the as-is situation, propose, and support the implementation of the technical solution that will be implemented by a vendor and Pathway for UN-client to be compliant with ISO requirements.
  5. Support internal teams and external banking partners to validate the new system's functionality and ensure seamless interoperability.
  6. Support Treasury in UAT testing (this may be prolonged given the number of banks to be coordinated).
  7. Provide 1 month of post go-live support.
  8. Support the implementation of the technical solution for the adoption of ISO20022 within Peoplesoft to enable compliance with ISO20022 and validate with the business user, that is planned to be implemented by September 2025.

SKILLS

  • Knowledge of ISO20022 would be advantageous

Functional Requirements

  • Extensive PeopleSoft Expertise: At least 5 years of demonstrable experience with PeopleSoft FIN 9.2, focusing on Banking, Cash Management, and Accounts Payables modules, with the ability to align system capabilities to business needs.
  • Knowledge of SWIFT and Payments Systems: Prior experience with SWIFTNet messaging or similar payment systems, enabling seamless integration of business processes with industry standards.
  • Understanding of Technical Concepts: Foundational understanding of PeopleTools 8.5x/8.6 and PeopleCode, including Application Packages, to effectively collaborate with technical teams and translate business requirements into technical specifications.
  • Data Management Expertise: Exposure to swift file generation and SQL knowledge (preferably Oracle databases) to support data analysis, reporting, and integration efforts.
  • Strong Reporting and Documentation Skills: Proven ability to document business and functional requirements clearly, along with experience in preparing reports for project approvals within large enterprises.
  • Payment and Financial Expertise: Experience working in projects involving payment systems, with a clear understanding of operational and compliance requirements for financial transactions.

Background

  • Oracle PeopleSoft (HCM and FIN) is a fundamental component of the UN-client Application infrastructure, and the current application version is 9.2 (PeopleTools 8.60) in both Financials and HCM.
  • UN-client Treasury Services uses the Banking and Accounts Payables modules in PeopleSoft Financials. The management of payments are done through the Accounts Payables module.
  • UN-client must adopt this standard to ensure continuity of its payments and financial transactions.
  • Currently, the results of TRE's preliminary discussion with both SWIFT and UN-client commercial banks seem to confirm that UN-client could continue to send the current SWIFT MT messages until November 2025 (end of SWIFT support to the current standards as, at SWIFT level, UN-client is not considered a banking institution).
  • AsUN-client financial counterparts (commercial, central banks, Global custodian etc.) will have to abide mandatorily to the new standards, UN-client as sender and receiver of SWIFT communications will need to have systems in place to exchange the new type of incoming and outgoing messages.
  • UN-client does not run Financial Gateway in the PeopleSoft Finance platform and does not intend to implement it given the time constraints, instead custom code currently used to generate payments from AP, CM and Payroll and receive and process bank statements will be replaced, with the ability to run in parallel.
  • This project will revisit all swift massaging generated and consumed by Peoplesoft.
  • In all, UN-client deals with approximately 12 banks and 90 accounts, and testing will be required by each with the possibility to change the format consumed by and sent from banks in a phased approach.
