Client focus - Deliver on our promise:
  1. You will manage cost planning including ownership of and presenting cost plans to clients and internal stakeholders.
  2. You will manage the procurement process, ensuring stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.
  3. You will support the delivery of cost management services to deliver key strategic outcomes and KPIs, directly influencing strategic development of plans.
  4. Accountable for feasibility studies, advising on procurement strategies and contract selection, writing and undertaking procurement reports.
  5. Utilises expertise and applies the value management techniques at the outset of a project.
  6. Manages, estimating and cost planning activities to include taking ownership of and presenting the final cost plan.
  7. Contributes to the procurement process, ensuring that all stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively.
  8. Supervises the preparation of the contract documents, warranties, bonds and licenses and assist formal execution by the appropriate parties.
  9. Advises on administration of the terms of the building contract.
  10. Accountable for the measurement of valuations of the work carried out and ensuring that cost checking and valuation work is managed effectively.
  11. Ensures adequate cost control and reporting services during the contract and the production of monthly post-contract cost reports and presenting them to the client.
  12. Identifies all costs associated with design changes, contract awards, construction activities and client charges.
  13. Oversees and engages in the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors/suppliers.
  14. Provides comprehensive advice on the issuing of certificate of making good defects and final completion in accordance with any requirements relating to completion, submissions and approvals.
  15. Advises on the issue of certificates of practical completion and ensure that final accounts are negotiated and agreed.
  16. Manages team of cost consultants, providing guidance, direction and coaching and performance management.
  17. Delivers improvements in systems and processes, driving transformational change.
  18. Provides mentoring/training to members of the team.
  19. Shares technical/functional/domain expertise to upskill capabilities.
  20. Develops & maintains a series of both internal and external relationships.
  21. Manages & influences key/senior stakeholders. Identifies and implements continuous improvement plans/identifies key business improvements.
  22. Works collaboratively towards the common goal of net zero carbon transition and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

You'll need to have:
  1. Previous experience in a cost consultancy practice in a similar role.
  2. MEP cost planning, budgeting and estimating experience.
  3. Previous experience of managing people and risk management.
  4. Knowledge of contract law and contractual frameworks relating to construction.
  5. Sound knowledge and ability to undertake and advise on contract administration.
  6. Knowledge of value engineering and life cycle costing.
  7. Strong understanding of industry best practice.
  8. Understanding of hot topic issues such as sustainability, social value, carbon reduction impacting public sector.
  9. Capex V opex cost analysis/advice.
Qualifications:
  1. Degree in quantity surveying/cost management (or equivalent).
  2. Professional membership i.e. MRICS/RICS (Ideally) and moving towards fellowship, or equivalent demonstrable professional or personal development.
  3. Commercial and financial acumen.
  4. MEP Project delivery experience.
  5. Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
  6. Experience of managing parts of projects within large, diverse teams.
  7. Experience of managing relationships with key senior stakeholders.
  8. Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
