Job Description
Milton Keynes University Hospital NHS Foundation Trust Hours:37.5 per week, all MKUH roles will be considered for flexible working
The IT Department at Milton Keynes University Hospital NHS Foundation Trust is a dynamic, ever-developing, forward-thinking group of people that make up a team that strives to keep the Trust's systems up to date and responsive to cutting edge technologies, whilst ensuring staff at the Trust are supported to continue to deliver at the highest level.
We currently have a permanent opening for the Deputy Chief Information Officer, leading on the latest technology across the Trust, including the mature Electronic Patient Record (EPR) system called eCARE (Oracle Cerner Millennium) and critical integration across the wider health system, an innovative suite of analytics, the engineering and management of data, and the implementation of the next few years of the digital strategy.
The successful post holder will have experience working in a healthcare environment, including leading staff and have familiarity with Oracle Health (Cerner) solutions. They will have been working at a senior level for several years and experience engaging with senior leadership.

Main duties of the job The post holder will be responsible for the day-to-day management of the IT Applications and Informatics teams across the IT Department and will deputise for the Chief Information Officer (CIO) in the management of the entire IT Department, engaging at a very senior level with a wide range of stakeholders across the Trust, and the wider regional health and social care economy.
The post holder will be an expert in leading and implementing complex programmes with a track record of service improvement. The post holder will work autonomously with all stakeholders, leading discussions on implementation of programmes and aligning these with local and national strategies and priorities where appropriate.
The post holder will be accountable for the delivery of the day-to-day IT Application and Informatics services and support offered to the Trust, through the management of a number of senior managers within the IT department, each with their own responsibilities for supporting specific areas of IT and Informatics. The post holder will also be accountable for the overall delivery of the day-to-day IT service offering across the department, including IT Technical Services and IT Innovation, as a deputy for the CIO, through the management of the wider IT senior management team spanning all teams across the department.

Job responsibilities
- Lead the development of multiple short, medium, or long-term highly complex projects and/or programmes of work that will support the delivery of the Trust's strategy and vision and improve operational effectiveness and patient experience and outcomes. This will include strengthening user involvement.
- Hold specialist knowledge, accumulated over multiple years of experience working in the healthcare IT context, across the wide range of skillsets that make up the IT Department.
- Analyse highly complex data, facts, documents or wider contexts with a view to making quality led, informed decisions regarding the design, configuration and build of highly technical solutions delivered to operational departments within the Trust. Consider a range of options and make an informed comparison, presenting relevant options to key stakeholders.
- Be responsible for the IT delivery of technically challenging and highly complex activities, solutions and projects including the development and on-going monitoring of plans to ensure the timely delivery of service and metrics for tracking progress, whilst managing any uncertainty and impact to the organisation.
- Lead in the development and implementation of policies relating to IT service delivery, development, project, technical change and recovery to maximise the quality and effectiveness of the service offered to all the Trust's business areas and external stakeholders.
- Contribute to the on-going management and development of the wider IT departmental budget.
- Provide expert leadership in the implementation of IT programmes of work and services and effectively lead and manage staff in accordance with Trust policies and procedures.
- Own the management, support, and maintenance of the systems in use across the Trust, providing information for a high number of different services, generating data flows out to local Information storage systems.

- Masters level qualification in an IT or related discipline (or equivalent practical experience)
- In depth specialist knowledge of IT
- Experience of NHS operational and/or clinical management
- Experience of delivering large scale, highly complex change management projects and/or service redesign within the NHS environment
- Expert experience in the wider IT industry
- Operational experience in a senior management role, managing a range of IT day-to-day support services
- Ability to manage, develop and motivate technical and non-technical staff
- Thorough knowledge of relevant industry recognized certifications including ITIL and PRINCE2 methodologies
- Detailed understanding of NHS Information Governance policies and practical implications
- Strategic thinker with expert analytical and problem-solving skills
- Commitment to continuous professional development personally
- Expert ability to interpret and communicate highly complex technical information to both technical and non-technical staff, and apply that to providing solutions to complex problems having completed an options appraisal and made an appropriate decision
