Information Communication Technology Specialist

We are currently hiring a Senior ICT Expert in .NET and Web Development for the GIS team within the IT Development department of the Division for Digitalisation and Organisation -

Responsibilities :

• The GIS team is responsible for analyzing, implementing, and maintaining applications that support the policies and processes of various departments in a user-friendly way. These include applications for the Income Support and Policy & Coordination departments, such as:
• GISMap (Graphical core component)
• ASA (Urban Planning Advice)
• LIS (Agricultural Impact Study)
• Soil Passport
• Kamera (quality control of agricultural plots)
• The senior expert will be part of the GIS team within the IT Development department and will contribute to the development and maintenance of internal and external web applications, most of which have a GIS component. The ICT expert reports to the project manager and is expected to:
• Contribute to new and existing functionalities
• Translate functional specifications into technical designs
• Maximize the quality and robustness of applications
• Work and communicate in an open and transparent manner
• Share .NET and web expertise within the team

Must Have Skills :

• Minimum 10 years of full-time professional experience in .NET (C#)
• Proven experience in the relevant or similar technology - Senior level (10 years)
• Language requirement: Dutch CEFR level C2
• Higher education (Master or Bachelor) with a technical/engineering background or equivalent through experience in the relevant ICT technology

Demonstrable professional experience with:

• WCF, ASP.NET Web API
• Entity Framework (Core)
• Browser-side JavaScript development (Typescript, Angular 12 or higher)
• OpenLayers
• .NET Core

Strong proven knowledge of:

• GIS systems
• Oracle (SQL and PL/SQL) and SQL Server
• Familiarity with Design Patterns
• Proven knowledge of Oracle Spatial
• Knowledge of Python programming language (should have)
• Knowledge of CSS and Bootstrap (should have)
• Knowledge of GIT source control (should have)
• Knowledge of Scrum methodology (should have)
