Job Description
NEPSEC Training Centre Manager and Assistant Director Sheffield Teaching Hospitals NHS Foundation Trust

We are seeking to recruit a new Training Centre Manager and Deputy Director for the North of England Pathology and Screening Education Centre based in Wakefield, to maintain and develop our current course base.

The Centre provides training on all aspects of activity within the cervical screening programme and many other areas of pathology.

The suitable candidate will be either a consultant biomedical scientist holding the IBMS/RCPath Advanced Specialist Diploma in cervical cytology or a Biomedical Scientist/clinical scientist currently in a senior scientific/managerial role with extensive experience in cervical cytology and education/training.

A thorough understanding of the cervical screening programme is essential and some experience of teaching is required. The successful candidate will be expected to be able to demonstrate an ability to plan training and business activities. An ability to negotiate content with speakers outside of the remit of cervical cytology will be required as will the ability to set programmes of learning, working with others to do so where necessary.

The successful candidate will be responsible for the management of the training centre, ensuring financial, estates, staffing, and contract issues are managed appropriately. They will be supported in this role by the training centre business manager whom they line manage and also by the South Yorkshire and Bassetlaw Pathology Services senior management.

Main Duties of the Job
  • In conjunction with the SYBP Scientific Director, the role is responsible for the operational, financial, HR and strategic management.
  • Strategic alignment of training centre with the goals and objectives of SYB Pathology.
  • Provision of a comprehensive training service, its sustainability and continuous development.
  • Quality of service and its continuous development and improvement in order to provide the best, effective and user-centric training service.
  • Financial planning and delegated budget management, including working to agreed financial targets and managing budgetary outcomes.
  • Development and management of sustainable commercial and income-generating capabilities.
  • Implementation and management of the requirements specified in the policies and procedures of the Organisation.
  • Implementation of National and Local legislations and policies and compliance management.
  • Implementation of the relevant professional and accreditation standards and compliance management.
  • Implementation and management of compliance with service agreements and contracts.
  • Staff engagement and continuous workforce support and development.
  • Active engagement with service users, Commissioners, professional bodies and organisations, academia and industry, building and managing productive relationships with all service users, stakeholders, and the public.
  • Promotion of the values of the Host Trust and a culture of transparency, accountability and responsibility.

Person Specification Qualifications
  • Educated to Master level in Biomedical / Clinical Science, or equivalent experience.
  • Registration with HCPC as Biomedical Scientist or Clinical Scientist.
  • Fellowship of the Institute of Biomedical Science.
  • NHSCSP or BSCC/IBMS Certificate of competence.
  • To have attained the RCPath / IBMS Certificate in Advanced Practice in Cervical Cytology.
  • Evidence of Continued Professional Development.
Experience
  • Experience in staff management in multiple supervisory positions and leading expanded and high complex teams.
  • Experience in Training Course Planning.
  • Proven leadership skills in a complex, challenging environment; strong, inclusive leadership style.
  • Extensive experience of successful senior management in a complex pathology department within an organisation.
  • Extensive experience of management of staff in line with established HR policies.
  • Demonstrable knowledge and experience of working with a wide range of management policies.
  • Understanding of the centre and wider NHS training agenda and their application in an educational setting.
  • Demonstrable experience of budget management including analysis and interpretation of highly complex principles and processes linked to income, expenditure.
  • Extensive experience in Pathology training management.
  • Proven track record in the development and delivery of business plans and business development cases which take account of the organisation's strategic direction.
  • Highly developed influencing and negotiation skills with excellent change management skills including major service reconfiguration.
Skills and Knowledge
  • Relevant scientific and clinical knowledge appropriate to cytology.
  • Proven leadership skills in a complex, challenging environment; strong, inclusive leadership style.
  • Knowledge of the relevant standards, legislation, national and local policies and accreditation requirements relating to all aspects of service.
  • Excellent time management skills with the ability to deal with a number of conflicting priorities in a calm and professional manner working to demanding timescales.
  • Highly developed influencing and negotiation skills with excellent change management skills including major service reconfiguration.
  • Understanding of the NHS plan and improvement agenda in particular aspects relevant to pathology training requirements.
  • Competent user of MS Office applications including MS Teams.
  • Able to communicate highly complex, sensitive, contentious or emotive information to individuals or groups in a clear and concise manner.
  • Analytical and judgemental skills in evaluating complex ranges of issues including but not limited to Quality, Service Development, Organisational and Staffing Issues.
  • Ability to anticipate problems, appraise risks and make effective decisions.
  • Understanding of management and operational arrangements within the wider health community.
  • Strong analytical skills; literacy, IT and numeracy skills with the ability to produce and deliver a range of documents or presentations for a wide variety of audiences.

Salary

£74,290 to £85,601 a year pro rata for part-time staff.
