Programme Manager Job

Location: OldhamJob Type: Contract 6-12 months
Day rate: £700 a day
Reports to: Head of Portfolio & Programme Delivery

Overview: We are seeking an experienced Programme Manager to lead and manage large, complex technology and business change programmes. The ideal candidate will have a proven track record in delivering complex projects, managing large budgets, and driving benefits realization. This role requires excellent leadership, communication, and stakeholder management skills.

Key Responsibilities:

Develop and gain approval for robust business cases for programmes of work.
Create and manage end-to-end delivery of the programme plan, including forecasting, estimating, and managing risks.
Provide effective planning, control, and monitoring of the programme budget.
Manage third-party service delivery in line with contract requirements and KPIs.
Provide matrix management of Project Managers and Workstreams.
Conduct effective stakeholder analysis and management.
Ensure continuous improvement through lessons learned and retrospectives.
Collaborate with the Head of Portfolio and Programme Delivery to drive departmental improvements.

Key Outcomes:

Deliver programmes within agreed timescales and budgets.
Build strong relationships with key business stakeholders.
Produce accurate and timely management information.
Contribute to a strong professional project management practice.

Essential Skills and Experience:

Proven track record in leading complex projects and programmes.
Experience managing large and/or complex budgets.
Excellent planning, monitoring, and controlling skills.
Strong contract management skills.
Experience in line management and matrix management of cross-functional teams.
Effective leadership, interpersonal, and communication skills.
Proficiency in Microsoft Office.

Desirable Skills:

Knowledge of DevOps tools and Cloud computing.
Proficiency in delivery and collaboration tools (e.g., DevOps, JIRA, Confluence, SharePoint, MS Teams, Skype).
Experience with ITIL principles and processes.
Experience in the housing sector.

Qualifications:

Degree level education or equivalent professional experience.
Professional qualifications in programme and project management (e.g., MSP, PRINCE2, APM)
