Regulatory Engagement Manager with Smart DCC

London 12-Month FTC

The Role:

The Regulatory Engagement team has overall responsibility for managing engagement with DCC's regulatory stakeholders (Ofgem, DESNZ, Ofcom and DSIT) and helping to shape DCC's regulatory framework.

This role is required to perform the following key functions:

  1. Manage DCC's interactions at Smart Meter Implementation Programme governance groups to support programme decision-making including planning, risk and issue management and change control.
  2. Support DCC Subject Matter Experts to engage and influence regulatory stakeholders to achieve the delivery of DCC's wider business strategy and growth ambitions.
  3. Build a deep understanding of DCC's regulatory stakeholders, and the individuals within these to help DCC shape and influence in key identified areas.
  4. Manage and plan for key stakeholder engagement activities.
  5. Ensure DCC's senior leadership team are informed of key stakeholder issues and that emerging themes are identified and reported, including via briefings for key senior meetings.

What will you be doing?

  1. Manage engagements with Government, Regulators and influence the decision making for regulatory issues in conjunction with internal stakeholders.
  2. Build close working relationships and co-ordinate with internal key stakeholders to ensure DCC's points of view are presented in a well-evidenced and compelling manner.
  3. Implement methods for information sharing, to encourage the pooling of stakeholder intelligence within DCC and to ensure alignment in our messaging.
  4. Horizon scan and work with Government, Regulators, and customers to understand their priorities for systems enhancements and delivery of new policy interventions and provide briefing for the Board and ExCo on potential implications for DCC.
  5. Identify, escalate and report on, material issues arising in DCC's work with Regulators, including within the Strategy and Regulation function and to relevant senior management.

What are we looking for?

  1. Educated to degree level in a relevant area and/or equivalent experience.
  2. Proven track record of building relationships and collaborating across organisations.
  3. Possess high quality facilitation and organisational skills, with experience of engaging (and where necessary challenging) a wide range of internal and external representatives up to and including senior executives.
  4. Demonstrably strong written and oral communication skills.
  5. Ability to prioritise across conflicting demands.
  6. Proven record in supporting subject matter experts with communications to explain complex issues concisely and clearly.
  7. Experienced at working in a complex environment with multiple stakeholders and in collaborating with multi-functional teams.
  8. Experience working with or in a Major Projects in government (desirable).
