Job Description

Adecco Public Sector are currently partnered with a key Regulatory body to recruit a Senior Policy Manager for an initial 3-month fixed-term contract. This role offers remote working however occasional attendance to the organisations London offices will be required in alignment with team meetings etc.

Job summary

We are looking for an experienced policy professional who enjoys a varied workload that includes developing evidence-based policy, engaging with stakeholders and contributing to cross-government groups and initiatives.

Your role will initially focus on identifying and considering emerging areas of interest and relevance to our regulatory function and/or ensuring that existing policies and regulatory tools - such as Codes of Practice - are up to date and effective. You'll also be looked upon to provide guidance and information on our policies (both internally and externally), and will play a key role in helping our Policy and Regulation teams work hand-in-hand.

To ensure that policy is evidence-based and draws on relevant insight, you will need to understand, collate and interpret evidence and opinions to develop informed and practical policy. You will also need to factor in the political landscape and operational realities to establish the best way forward, and engage with internal and external stakeholders.

Key responsibilities

  • Lead and contribute to developing clear, evidence-based policy and advice.
  • Lead and manage policy projects and reviews, taking them from project initiation and planning, through to making policy recommendations.
  • Ensure that existing policies and regulatory tools - such as the Codes of Practice - are up to date and effective by working with stakeholders to bring about necessary changes.
  • Work closely with colleagues across the organisation to review and assess the impacts of emerging issues on policy, and provide guidance and information as necessary.
  • Lead on horizon scanning
  • Write and present papers on policy matters to Board members and the senior management team, as necessary.
  • Work with policy colleagues beyond the organisation to influence key policy areas that are consistent with the priorities and objectives.
  • Coordinate and respond to high-level requests for information and briefings, at times within short timescales.
  • Engage with other regulators, Arm's Length Bodies and the wider life sciences sector to strengthen external partnership working.
  • Represent the organisation at conferences, seminars and external working groups, as required.
  • Provide support to advisory groups or stakeholder groups, as required.
  • Work collaboratively as a member of the policy team to ensure relevant information is shared and discussed, and support the Head of Policy and Development as required.

About you

To be successful in the role you will be able to display the following skills and experience:

Essential criteria

  • Knowledge or experience of working in the public sector or a regulatory authority, preferably in a life sciences environment.
  • Experience of drafting and developing evidence-based policy.
  • Experience in understanding and analysing complex legal, ethical and/or scientific issues.
  • Strong interpersonal skills, including the ability to influence and collaborate with stakeholders and establish good working relationships.
  • Excellent written and oral communication skills, including the ability to communicate complex information in a lay-friendly way.
  • Experience of being able to effectively prioritise and organise work, including while under pressure.

Desirable criteria

  • Knowledge or experience of regulated sectors or the life sciences.
  • Understanding of Parliamentary procedures, specifically in relation to parliamentary questions and legislation.
  • Experience of horizon scanning.
  • Experience of public inquiries.
  • Experience in writing documents for Ministerial and senior management level.
  • Experience in project management.
